Hon. Maj. Gen. (Rtd) Kahinda Otafiire is a prominent Ugandan politician, retired military officer, a veteran of the National Resistance Movement (NRM) liberation struggle, and a longtime ally of President Yoweri Museveni.
Kahinda is a long-serving Member of Parliament and has held several high-level ministerial positions, currently serving as the Minister of Water and Environment (2026–2031), appointed in May 2026
Early Life and Educational Background
Kahinda Otafiire was born in Ruforosa village, Mitooma District, Western Uganda, on 29 December 1950.
Otafiire attended Bovanjizi Primary School from Primary One to Primary Six before joining Saint Kabwa Junior Secondary School, went to Mutorere for P7, and did his P8 at Ruforosa.
He attended Kitam seminary for one year and disagreed with the teachers; he was expelled from the school, but he decided to pursue self-education instead.
“I didn’t quite agree with what was being taught. For instance, we were being taught European history, and I found it very interesting that it should be taught about what happened in Europe and not what happened in Africa,” Kahinda stated in an interview seen by The Kenya Times.
Otafiire joined Makerere University, where he earned a Bachelor of Arts in Social Sciences and also secured a Certificate in French Language, strengthening his communication and diplomatic abilities.

Military and The Liberation Struggle
Kahinda Otafiire joined the anti-Idi Amin resistance efforts in the 1970s, serving as a Youth Officer (1975–1976) and later as a Foreign Service Officer in the Ministry of Foreign Affairs (1976–1980).
In 1981, Kahinda joined Yoweri Museveni’s National Resistance Army (NRA) guerrilla movement (one of the early members, including training in Mozambique with the Front for National Salvation – FRONASA).
During the struggle, Kahinda served as the Chief Political Commissioner (1981–1984) and later as National Political Commissioner (1984–1986, playing a key role in mobilizing fighters and strengthening the ideological direction of the movement before the NRA captured power in 1986.
Before the NRA captured power in 1986, which brought Museveni to power, Otafiire served as Commissioner for Internal Affairs in areas under the movement’s control.

Kahinda’s long Career in Government/Politics
After the National Resistance Movement (NRM) came to power in 1986, Kahinda Otafiire began a public service career spanning nearly four decades.
The positions he has held are:
- 1986–1988: Minister of State for Internal Affairs (He resigned after a famous incident where he drew a pistol on a woman in a hotel in Kampala).
- 1988–1992: Presidential Assistant for Security.
- 1992–1994: Director General of the External Security Organization (ESO).
- 1994–1995: Combined his role as a delegate to the Constituent Assembly (drafting the 1995 Constitution) with serving as Minister of State for Security.
- 1996–2001: Minister of State for Local Government. During this period, he was also famously assigned as the political head of the Uganda Military Expedition in the Democratic Republic of the Congo (DRC).
- 2001–2003: Minister of State for Regional Cooperation.
- 2003–2006: Minister of Lands, Water, and Environment.
- 2006–2011: Served sequentially as Minister of Local Government and later Minister of Trade and Industry (appointed in 2009).
- 2011–2021: A decade-long tenure as Minister of Justice and Constitutional Affairs.
- 2021–2026: Minister of Internal Affairs.

Kahinda Otafiire has also served as the Member of Parliament for Ruhinda County since 1996, consistently representing his constituency with experience.
However, in the 2015 NRM primary elections, Otafiire lost to Donozio Kahonda and chose to run as an independent in the 2016 general election but lost again.
In this period (2016-2021), President Museveni kept him in the Cabinet as an ex officio member.
During the 2021 general elections, he vied again and reclaimed his parliamentary seat.
In May 2026, President Yoweri Museveni appointed Otafiire as the Minister of Water and Environment (2026–2031).
In this new position, he will oversee water resource management, environmental conservation, and climate resilience strategies, with prior institutional memory and experience giving him an advantage in taking on the sector.
Family Life
Otafiire is married to Mrs. Loice Natukunda, a social development advocate and Executive Director of Elevate Her Uganda, an organization that empowers women and girls.
He is a father of 10 children and has a passion for reading, teaching, and mentoring young leaders.
