Dr Festus Muoki is a Kenyan police officer who rose from a security guard to earning a PhD and being recognized as a National Hero.

In 2026, Muoki was recognized as a National Hero of Kenya in the Peace-Making Category for his contributions to peacebuilding, community security, youth empowerment and road safety.

Currently attached to Nyali Police Station, he serves as a graduate police constable in the National Police Service (NPS).

Alongside his policing duties, he works as a criminologist, researcher, cybersecurity professional and lecturer.

The Kenya Times spoke to Festus Muoki about his journey, the milestones that have shaped his career and his future ambitions.

Early Life and Entry Into Policing

Muoki grew up in Kwakalee Village, Kilembwa Sub-location, Mwala, Machakos County, where he witnessed the challenges of insecurity, crime, and social injustice that shaped his decision to pursue a career in policing.

He was drawn to the profession for its emphasis on discipline, integrity, courage, and service, and as an opportunity to help communities address security challenges.

“My decision to become a police officer was inspired by my desire to serve people and contribute to a safer society. Growing up in Machakos, Mwala, Kilembwa sub-location, Kwakalee village, I witnessed the challenges that insecurity, crime, and social injustices can pose to communities. I wanted to be part of the solution rather than just an observer,” he told The Kenya Times.

Before joining the National Police Service in 2017, he worked as a messenger and later as a security guard. He credits these experiences with teaching him hard work, humility and responsibility.

Since joining the service, he has worked in community policing, crime prevention, security risk management, digital investigations and youth empowerment.

Muoki believes policing extends beyond enforcing the law to building public trust and working with communities to prevent crime and promote lasting peace.

One notable initiative involved helping boda boda riders in Mariakani obtain valid driving licences to promote compliance with traffic regulations and improve road safety.

Despite his contributions to policing and community safety, Festus Muoki remains a police constable nearly nine years after joining the National Police Service, even as he advances his academic credentials with a PhD.

Academic Journey and Research

Festus Muoki pursued his university education at Mount Kenya University, earning a bachelor’s degree and a master’s degree in security studies and criminology before advancing to doctoral studies in Law Enforcement and Justice Administration.

He added that he has reached the post-dissertation stage of his PhD.

His research interests include artificial intelligence in criminal investigations, cybersecurity, criminology and criminal justice, with a focus on how emerging technologies can improve law enforcement.

Alongside his police career, Festus Muoki has served as a lecturer, sharing his practical and academic knowledge with students pursuing criminology and criminal justice.

Through teaching, research, publications and mentorship, he has sought to bridge the gap between academic theory and policing practice.

National Hero Recognition

Muoki’s recognition as a National Hero in 2026 under the Peace-Making Category acknowledged his work in peacebuilding, community security, youth empowerment and road safety.

His community initiatives include working with boda boda riders in Mariakani to help the obtain valid driving licences. He has also participated in mentorship programmes and public safety campaigns to strengthen community engagement.

He was also a finalist in the Kenya Outstanding Security Performance Awards (OSPAs), another milestone in his security career.

Future Ambitions

Muoki hopes to rise to the rank of Inspector of Police or higher, where he believes he could contribute to policy development, mentor officers and promote innovation in policing.

His long-term ambitions include applying research and technology to criminal investigations, improving public safety and strengthening the relationship between law enforcement agencies and the communities they serve.

Muoki said his motivation remains rooted in the desire to protect people, promote justice and contribute to nation-building.
