Former National Police Service Spokesperson Charles Owino has said that he was scammed towards the end of retired President Uhuru Kenyatta’s term in office.
While appearing on K24 on Thursday, August 17, Owino revealed detailed of what transpired after he tired from the police service to venture into politics in the run up to the 2022 elections.
According to Owono, the state cancelled his retirement and reinstated him to work. However, he claimed that the then Inspector General of Police did not allow him to go back to his office.
“I retired under the 50-year-old rule. My retirement was cancelled. I was reinstated back to work only to go back to work and find that it was more of less of a scam,” Owino recalled.
Furthermore, he went on to absolve the National Police Service commission – NPSC, as it handled its part professionally during that period.
“Can’t call it a scam per say because the commission did, they work and reinstated me then Inspector General refused to allow me in office because he had instructions from the same people who reinstated me,” the ex-Police Spokesperson clarified.

However, he revealed that the Orange Democratic Movement (ODM) did not allow them to take part in the primaries but handed James Orengo a direct ticket.
“I went to run as a governor not a deputy, with ODM ticket, unfortunately the party refused to allow us to go for nominations and insisted they were giving the ticket to Orengo,” Owino revealed.
Following ODM’s decision, Nicholas Gumbo picked Owino as his running mate before, the retired cop was recalled to the Service.

Moreover, the retired police officer cum politician when asked whether he will seek legal redress to his retirement saga, he said he was not going that direction.
“I have worked for 30 years. Such positions are very sensitive. You don’t go to court, you negotiate.
You cannot take your employer for a disciplined force to court, especially for someone who has worked and made the decision to leave. You will know the position with time.”

Corruption in Kenya
Consequently, on matter of corruption he said the biggest challenge in this country is not ethnicity but corruption.
He however lauded female Governors, and in particular Glady Wanga, for her contribution in transforming Homa Bay Hospital.
“Lady Governors are doing well as they don’t keep slay queens and don’t have to buy us (men) coffee. They concentrate on their work. I am incredibly happy with Homa Bay Governor Glady Wanga. I just hope the devil will not chip in and pull her down,” Owino noted.
