Cabinet Secretary for Health Aden Duale has announced the abolishment of attachment fees for Kenya Medical Training College (KMTC) students in public hospitals, particularly in level 6 hospitals.
Speaking during the official opening of the 8th Biennial KMTC Scientific Conference at the institution’s headquarters in Nairobi on Wednesday, June 6, 2025, Duale argued that public facilities should not charge students because they are there to help them.
“One of the issues raised by the leadership, the board, and the management was the clinical services and rotations for which our students are charged when they visit public hospitals.
That will no longer happen. I will start with the Level 6 hospitals under my ministry—Kenyatta Hospital, Kenyatta University Teaching, Referral and Research Hospital, Mathare National Teaching and Referral Hospital, Moi Teaching and Referral Hospital. The professor is here, and he should make sure that message gets across,” Duale said.
Duale to Abolish Attachment Fees for KMTC Students
Duale further stated that he has instructed the Director General and the Secretary Assistant to communicate the directive once he returns to the ministry, and they will ensure the practice stops.
The Health CS also stated that he will communicate his decision to the President, with whom he plans to meet in a joint meeting with the Council of Governors.

He emphasized that the fees charged to students are not harmonized without fail.
“Even when you look at the list, the payments are not harmonized,” Duale said.
“One institution is charging 10,000, another is charging 1,000, another 2,000—this is a problem in our country. Even if they were charging, there must be justification, there must be evidence, a good reason.”
He added, “But Kenyatta Hospital, where I was yesterday, is charging 10,000. I thought, these students are coming to help you. Since health is devolved, I will consult with the Council of Governors. But for the Level 6 hospitals, I believe I have the authority.”
Health CS Warns Against of Expanding Health Related Courses
At the same time, the Health Cabinet Secretary reaffirmed the Ministry of Health’s full support for the Kenya Medical Training College (KMTC).
However, he warned against the uncontrolled increase of health-related courses across the country.

Duale said that KMTC should remain an excellent institution focused on training skilled and ready professionals.
“KMTC will not give credentials unless students are competent,” he said.
“We will not let institutions add to the problem. All training programs must meet the changing needs of public health in Kenya.”
