The United Democratic Alliance (UDA) Member of the Nairobi City County Assembly for Githurai Ward, Deonysias Mwangi Waithira, has tendered his resignation.
In a letter addressed to the Speaker of the Nairobi City County Assembly dated September 17, 2025, Mwangi said he decided to step down due to persistent frustration with the County Executive’s failure to implement projects and deliver basic services to the residents of Githurai Ward.
“I, Hon. Deonysias Mwangi Waithira, holder of National Identity Card No. 22580672, do hereby tender my resignation from the elective position of Member of the Third Nairobi City County Assembly for Githurai Ward, having been duly elected and subsequently gazetted vide Gazette Notice No. 9956 of 24th August 2022, under Constituency Code No. 279 and County Assembly Ward Code No. 1391, on the United Democratic Alliance (UDA) Party ticket, with effect from Monday, 1st November 2025,” read the letter in part.
“This resignation is made pursuant to Article 194(1)(d) of the Constitution of Kenya, 2010, which provides that the office of a member of a county assembly shall become vacant if the member resigns in writing addressed to the Speaker of the County Assembly,” read the letter in part.

He added, “In addition, I take note of the provisions of Section 27 of the County Governments Act, 2012 and Standing Order 259 of the Nairobi City County Assembly Standing Orders, which give effect to the procedure for notification and processing of a resignation from office.”
Mwangi Waithira also pointed out operational challenges in his ward office, including delays in the release of imprests and a lack of proper mechanisms to enforce Assembly resolutions, which he said hindered the execution of his duties.
He stated that despite his efforts through parliamentary statements, committee work, and oversight mechanisms, his calls for action and those of the residents have been met with “neglect, delay, and disregard”.

Among the unresolved issues that Mwangi Waithira said he has persistently raised, and which are duly captured in the Hansard, are several critical infrastructure and service delivery gaps in Githurai Ward.
MCA Lists Unresolved Issues in His Ward
The lawmaker highlighted dilapidated roads including Cifu Road, Rurii Powerline Road, Chiro Road, Mucoe Road, Kweche Road, and Kirogo Road.
He also cited the neglect of Githurai Level 3 Hospital, which remains understaffed, lacks a perimeter wall, has an incomplete waiting bay, inadequate ablution facilities, and an unfinished maternity wing, despite repeated attempts to include these projects in the County budget.
Mwangi Waithira further condemned the failure to commence works on Githurai Sports Ground, which has been promised for prioritization by the County Executive for over two years, as well as misrepresentations in executive reports, such as Chiro Road being reported as ongoing while no works have actually started.
He raised concerns about projects reported as completed and fully paid to contractors despite no development existing on the ground.

Among these, he cited grading, gravelling, and drainage improvements for Mbuta Road and Kirogo Road, costing Ksh4,955,865 under contract ref: NCC/WDF/T/044/2018-2019, and similar works for Nduruma Road, Chiro Road, Mwafrika Range, PCEA, Achievers, Riflo I & II, Stima ya Maendeleo Road, Main Road, and Stendo Road, costing Sh12,941,754 under contract ref: NCC/WDP/T/035/2019-2020.
“These are not mere personal concerns but the sovereign aspirations of the people of Githurai Ward, expressed during public participation forums, particularly in the Third Generation County Integrated Development Plan (CIDP), Annual Development Plans (ADPs), County Fiscal Strategy Papers (CFSPs), and the corresponding Budget Estimates. Unfortunately, these aspirations have remained unfulfilled promises on paper,” he wrote.
Mwangi Waithira said he could not, in good conscience, continue to hold office while residents remained underserved, warning that his continued presence would amount to complicity in a governance system that is unaccountable, unresponsive, and detached from the lived realities of his constituents.
“Please consider this letter as my formal notification of resignation, and I trust that the necessary steps will be taken in line with the Constitution, the County Governments Act, and the Assembly Standing Orders and seamless leadership transition for the residents of Githurai Ward,” he added.
