Days after the Court issued orders, embattled ICT Authority Chief Executive Officer (CEO) Stanley Kamanguya has resigned after resuming office on Friday, 25 July.
Kamanguya has written to ICT Cabinet Secretary (CS) William Kabogo to relinquish the position.
The CEO has also withdrawn a case against CS Kabogo challenging his removal from office.
In his resignation letter, he thanked the government for the opportunity to serve the nation.
The ICT Authority Board revoked Kamanguya’s reappointment as CEO on 1 July 2025.
The Board cited several procedural irregularities in the renewal process.
It argued that his renewal application, dated 6 February 2025, was only received by the then Chairperson, Sylvanus Maritim, on March 4, 2025.
According to the Board, this was past the six-month deadline set by public service guidelines.
Furthermore, the Board stated that the meeting that approved the renewal was reconvened unlawfully and without proper notice after it had been adjourned.
Kamanguya had filed a petition challenging his removal from office, but the Board proceeded to announce that he had proceeded on terminal leave with immediate effect.
The Board appointed Zilpher Owiti to serve as acting CEO while awaiting the advertisement and competitive recruitment of a substantive CEO.
Owiti’s appointment was made on the same day the High Court issued temporary orders barring the ICT Authority Board from terminating Kamanguya’s employment, pending the hearing and determination of a petition he filed.
Kamanguya Resumes Office
However, Kamanguya resumed office on Friday after a court order reinstated him and nullified Owiti’s appointment as acting CEO.
Speaking after the court ruling, he urged leaders to refrain from politicising his reinstatement.
He called on the Board and CS Kabogo to respect the court decision and reiterated his readiness to serve Kenyans.

“What we are hoping for is that number one, all of us are subject to the law, so we hope everybody is going to obey. Secondly, I am a committed and diligent public servant, and I believe it is the same for the Board,” Kamanguya said upon resuming office.
He also called for cooperation from the board to further the country’s digital agenda.
“We should be able to work together for the better of not only this organisation, but for our citizens, towards empowering them economically and ensuring we do so inclusively.”

Kabogo Clarifies Removing ICT Authority Board and CEO
CS Kabogo dismissed allegations by former Deputy President Rigathi Gachagua that President William Ruto instructed him to remove Kamanguya and the board from office.
Kabogo stated he had no instructions from the president and that he had followed the law and the constitution in managing the ministry.
“It is not the president’s duty to hire or fire CEOs. That is my job as the CS. Even those board members who were changed for one reason or another were done so by me. That we do not have instructions from the president to hire or fire anyone,” Kabogo asserted.
