The Ethics and Anti-Corruption Commission (EACC) has arrested the Managing Director for Garissa Water and Sewage Company (GAWASCO) Dolal Mohamed.
Dolal is accused of forging his Kenya Certificate of Secondary Education (KCSE) certification to attain qualifications for university admission.
In a statement on Thursday, January 26, EACC indicated that it conducted investigations which established that the Managing Director scored Grade D (Plain) in his 1998 KCSE Exams.
However, according to the commission, he forged a new KCSE Certificate awarding himself Grade C+ (Plus).
“Using the fake KCSE Certificate, the suspect pursued a Diploma in Public Relations and a Certificate in Purchasing and Supplies at the University of Nairobi before subsequently pursuing a bachelor’s degree in development studies at Mt. Kenya University,” indicated the statement.

EACC on Dolal Refunding Millions
The commission explained that the MD was arrested from his office and escorted to Garissa Police Station for processing.
He is still pending arraignment before the Garissa Anti-Corruption Court, which is scheduled for Friday, January 26, at 9:00am.
Because Dalal rose to his position using false documents, the commission stated that it will recover all the salaries and benefits he had earned since assuming office in 2015.
In total, Dolal had earned Ksh12,987,290. He however joined GAWASCO in 2007 as a billing clerk and rose through the ranks to become the Agency’s Managing Director.

“The arrest came after the Director of Public Prosecutions (DPP) concurred with recommendations of EACC to charge the suspect with fraudulent acquisition of public property being the Ksh12,987,290 salary earned over the years,
“Forgery of academic certificates and uttering a false document. Besides criminal prosecution, the Commission will recover all the salaries and benefits earned since 2015,” indicated the statement.
Crackdown on Govt Officials with More Than One Job
This occurred as the commission continued with its crackdown on government employees holding more than one position.
Earlier on January 4, the commission’s spokesperson Eric Ngumi noted that EACC had directed individuals with more than one position to resign from the extra ones with immediate effect.
At the same time, the above-mentioned officials were directed to refund the salaries and benefits they had earned from the extra positions.
This followed a landmark ruling in a case where a government employee who doubled up as a lecturer at the Jomo Kenyata University of Science and Technology (JKUAT) and a board member at the Kirinyaga County Assembly.
