Public Service Cabinet Secretary Moses Kuria has revealed plans to end all permanent and pensionable jobs in the Public Service.
Speaking in a press conference, Moses Kuria said that he was preparing to table a proposal before Cabinet members next week for consideration.
Moses Kuria further noted that all senior government officials were on contract including the President and Cabinet Secretaries and therefore all civil servants including doctors would be subjected to the same conditions as state officers.
“All government workers will be converted to contracts,” Kuria said.
“We are going to convert them from permanent and pensionable to contract but still pensionable. We are going to be on contract because we have to focus on productivity.”
The CS has also accused the doctors of being dishonest in the ongoing talks on doctors’ strike.
“As a Minister, I’ve been extremely patient and walked with the doctor’s union but I’m full of major regrets. I am not used to dishonesty, I cannot understand how we can go to a meeting and agree on one thing, and then two hours later they change the goalpost on what was agreed,” said Moses Kuria.
The CS further cited recent findings that a big share of the national expenditure still goes to paying salaries to justify the government’s stand in the demand for higher pay for medical interns.
During recent discussions at the Third Wage Bill Conference, the Salaries and Remuneration Commission (SRC) reported that a large portion of Governments tax revenues was being allocated to sustaining the salaries of approximately one million civil servants.

“This allocation, amounting to half of our tax revenue, signals an imbalance that requires urgent attention” he said.
To address this issue and alleviate the burden on taxpayers, CS Kuria proposes that all government employees, regardless of their roles, will transition to contractual employment terms.
“All government workers from drivers to cleaners, everyone within the government workforce will operate under contractual agreements rather than permanent positions,” said Moses Kuria.
Streamlining Government Fiscal Responsibility
This decision according to CS Kuria aims to streamline expenses and ensure fiscal responsibility while maintaining essential public services delivery to the people.
Moreover, CS Kuria has announced that the government will halt the deduction of union dues from members of the Kenya Medical Practitioners, Pharmacists, and Dentists Union (KMPDU).
This decision comes in response to the union’s continued disregard for court orders.
Moses Kuria, speaking in his capacity as the “ultimate employer” and the Minister of Public Service, expressed disappointment in the conduct of the doctors’ union.

He singled out the importance of honesty and consistency in agreements made during meetings.
Kuria lamented the union’s failure to uphold their end of the agreements, particularly regarding the suspension of strikes despite multiple calls to do so.
Kuria questioned why the doctors’ union persisted with their strike despite legal rulings against it.
Consequently, he issued a directive to immediately suspend the deduction of union dues from KMPDU members.
