The Ministry of Foreign Affairs and Diaspora has emerged as the best performing ministry based on the performance contracts, a report by the Ministry of Public Service and Delivery Management under Moses Kuria has established.
According to the report compiled after a public service and delivery roadshow led by CS Moses Kuria, Prime Cabinet Secretary Musalia Mudavadi’s Foreign Affairs docket Scored 3.0137 to emerge top among the ministries.
Coming in second was the Ministry of Defense led by Aden Duale, with the departments of State Law Office (Attorney General), and that of Energy and Petroleum, and Zachary Mwangi’s Water and Irrigation docket coming in at third, fourth, and fifth respectively.
At the same time, the Ministries of Health and Tourism were ranked as the two bottom ministries in terms of performance in the year 2022/2023.
The survey conducted by the CS Kuria-led committee did not, however, record any data from the Ministries of Gender and that of Cooperatives and MSMEs.
In his statement, CS Moses Kuria expressed his delight for having presented the report during the cabinet retreat led by President William Ruto at the Lake Naivasha Resort.

According to him, the survey focused on parameters including how different Ministries have performed in the last one year, areas of interventions and their alignment with the bottom-up Economic transformative agenda (BETA).
“We looked into how different Ministries have performed in the last one year, areas of interventions and the alignment with the bottom-up Economic transformative agenda, (BETA),” Kuria reported.

“It was a great session where Senior Executives of the National Government exchanged ideas and had a one Government approach on all matters affecting performance and delivery, in areas such as health, job creation, housing, labour export, digital superhighway, agriculture among many other pet projects for this Administration.”
How Mudavadi’s ministry topped
On her part, Principal Secretary in the department of Diaspora Affairs Roseline Njogu welcomed the ranking, lauding her team’s efforts for having emerged as the best performing Ministry.
“Who is acing their performance contract? We are!! We are leading as far as our PC is concerned. So proud to be part of the amazing team at the Diaspora department.,” she noted in reaction to the ranking.

Principal Secretary in the Foreign Affairs department Korir Sing’oei who works closely with Prime CS Mudavadi also reacted to the ranking noting, “Honored to be part of this incredible outcome. Congratulations to the entire team.”
The Foreign and Diaspora Affairs Ministry has been central in the activities of the Kenya Kwanza government since 2022, with President Ruto working to redefine Kenya’s foreign policy.
Since September 2022, Kenya has welcomed several heads of state and governments for visits and in a reciprocal of the same, the President has been invited to several countries which is a testament to a new policy pushed by the Kenya Kwanza government.
Just on Friday, February 16, the government of the United States confirmed that President Ruto will be visiting the White House for a state visit hosted by President Joe Biden.
