Tourism Cabinet Secretary Alfred Mutua and Public Service CS Moses Kuria were among the most traveled members of President William Ruto’s cabinet in 2023, a report by TIFA has revealed.
In the findings shared on Wednesday, February 7, TIFA said Mutua, who previously held the docket of Kenya’s Foreign Ministry, had the highest tally of foreign trips in 2023.
Out of his activities as the CS, 28% of his engagements were in foreign countries- the highest among his colleagues.
Coming in at second in terms of foreign engagements is CS Moses Kuria, who has served in the Trade docket and his current Public Service CS position.
“Alfred Mutua (Tourism & previously Foreign Affairs), had the highest tally of foreign trips,” the report indicated.
Also appearing on the list of most travelled CSs is Mining CS Salim Mvurya who according to the survey had 14% engangements abroad, Prof Njuguna Ndung’u of Treasury (13%), and Prime Cabinet Secretary Musalia Mudavadi 12%.
On the other hand, Interior Cabinet Secretary Kithure Kindiki and his Education counterpart, Ezekiel Machogu, have had the least engagements in foreign countries.

As per the report, there is no documented evidence of foreign trips linked to the Ministries of Kindiki and Machogu.
“There is no documented evidence of foreign trips linked to the roles of Kithure Kindiki (interior) and Ezekiel Machogu (education) in 2023,” the report indicated.
Following the duo closely as CSs with least internation trips are Gender CS Aisha Jumwa and Health CS Susan Nakhumicha with 2% each.

However, data compiled by TIFA shows that CS Kindiki led with the most reported activities (192) in Kenya, followed by Florence Bore of Labour and Zachary Njeru (Water).
Conversely, Alfred Mutua and Aden Duale recorded the least number of activities locally.
Kithure Kindiki (interior) also led as the CS with the most reported activities in counties outside the capital, followed by Susan Nakhumicha (Health), Salim Mvurya (Mining, Blue Economy and Maritime Affairs).

The Interior CS, according to TIFA’s report, covered 41 out of the 47 counties in 2023.
According to the research, a staggering 54% of the cabinet secretaries’ activities concentrated their activities in Nairobi, totaling 1,377 engagements.
The over-focus could be attributed to the fact that their offices are located in Nairobi.
In overall, CSs had a total of 2,741 activities recorded throughout 2023, with 203 being in foreign countries.
As per the report, the top destination for Kenya CSs was in Europe which accounted for a share of 24% of the total foreign trips.
