The Private Security Regulatory Authority (PSRA) has warned that the use of uninspected X-ray scanners and walk-through metal detectors could pose cancer risks.
PSRA is the body mandated to regulate operations within the private security sector in Kenya.
In a statement, the Authority said that the scanners and walk-through metal detectors present the risks of exposure to prolonged ionizing carcinogenic radiation.
Additionally, the regulator said that such radiation has the potential of damaging living tissues and causing cancer.
According to the Faizul Mohamed-led body, this risk is even higher on private security officers who work in 12-hour shifts while operating the x-ray powered security equipment.
“Even minimal x-ray radiation exposure, if consistent, can have health implications over time,” the statement read in part.
As such, the Regulatory Authority announced that all walk-through metal detectors and luggage scanners will henceforth be required to undergo mandatory calibration and inspection in every Six (6) months.
Authority announces new measures
As per the statement, the inspection exercise will be undertaken by personnel licensed by the Kenya Nuclear Regulatory Authority and the Private Security Regulatory Authority.
Upon undergoing satisfactory calibration and inspection, the scanners found to be in good working condition will be issued with a safety compliance certificate.
This certificate, the statement adds, will be displayed prominently on the equipment in use at the time.
According to the statement, regular inspection and calibration would be important in safeguarding the safety and health of the General Public.
“Particularly crucial for the personnel employed in the Private Security Industry to operate x-ray powered luggage scanners and walk through metal detectors,” the statement added.

In a letter sent to the Kenya Nuclear Regulatory Authority, the Fazul Mohamed-led authority had raised concerns that most of the equipment used had never been inspected.
Rising use of scanners
Additionally, the authority proposed adequate training for personnel handling the scanners as part of the mitigatory measures.

The walk-through scanners and X-ray equipment have gradually become the norm in leading shopping malls, supermarkets, airports, train stations and other checkpoints.
In light of increased security threats targeting such places, the scanners appeared to be a solution and a convenient way of ensuring security.
However, the revelation could see government impose stiffer regulatory measures if the plan by the authority is implemented.
