Health Cabinet Secretary Aden Duale has dismissed claims that Hustler Fund defaulters are ineligible for coverage under the Social Health Authority (SHA).
“The information below is inaccurate. All Kenyans have a right to access SHA services regardless of their engagement with the hustler fund,” Duale said.
Earlier, government Spokesperson Isaac Mwaura issued a warning to Hustler Fund defaulters, stating they will not be eligible for coverage under the Social Health Authority (SHA).
In an interview with Radio 47 on June 23, 2025, Isaac Mwaura stated that the Ksh 6 billion disbursed through the Hustler Fund was a significant investment and must be repaid in full.
“First, if you took the Hustler Fund and failed to pay, there are strategies to ensure you do not get the SHA benefits; six billion shillings is a lot of money,” he said.
The government spokesperson added that those who are not Hustler Fund defaulters but cannot afford SHA payments can borrow from the fund to cover their annual health contribution and repay the loan gradually.
Duale Corrects Isaac Mwaura on SHA Payments
He urged Kenyans to enroll in the SHA “Lipa Pole Pole” plan to access health coverage benefits.
He added that citizens are already turning up for registration and explained that NHIF was shut down due to a growing debt burden.
Addressing concerns about whether paying annually or monthly affects the benefits, he clarified that all registered individuals who make SHA payments, regardless of the payment plan, will receive the same benefits.
He also noted that even those who have just registered and made a minimal payment toward SHA will be eligible for a coverage.

Mwaura Issues Warning to 25 Protests
Addressing the planned nationwide protests on June 25, the spokesperson stated that the demonstrations are intended to incite chaos, undermine the government, and lead to the destruction of property.
“Today, I provided clarification regarding the security situation and the planned demonstrations set for June 25. I stated firmly that there will be no demonstrations on June 25, and that day will be a normal day. Anyone wishing to commemorate the day is free to do so from the comfort of their home,” he said.
At the same time, Mwaura said that it is the primary responsibility of the police to provide security for every citizen, and they must ensure safety without any political bias.

Mwaura says Govt Does Not Hire Goons
He also dismissed claims that the individuals seen carrying weapons during the June 17 protests in the Central Business District (CBD) were hired by the government.
In his defence, he stated that every citizen is entitled to police protection, and their presence does not necessarily mean they were government-hired goons. Mwaura said that investigations by the police service are still ongoing.
Additionally, he urged the public to treat the police with respect and not with mockery.
