Inua Jamii beneficiaries are required to prove they are alive under a new government directive introducing a nationwide Proof of Life verification exercise.
In a statement issued on May 14 by the Ministry of Labor and Social Protection, the process is designed to confirm continued eligibility for cash transfer payments by verifying the identity and physical presence of beneficiaries and caregivers.
“The Proof of Life Exercise is a verification process which will be used to confirm that a beneficiary or caregiver enrolled in the Inua Jamii program is alive and present to continue receiving program benefits,” the statement read in part.
The exercise targets all active beneficiaries under the Older Persons Cash Transfer (OPCT) and caregivers for Persons with Severe Disabilities Cash Transfer (PWSD-CT).
Requirements, Dates, and Venues for the Proof of Life Exercise
According to the ministry’s statement, the Inua Jamii Proof of Life Exercise requires beneficiaries under the Older Persons Cash Transfer (OPCT) and caregivers under the Persons with Severe Disabilities Cash Transfer (PWSD-CT) to present themselves in person with original national identification documents.
“The exercise is Free of charge and will ONLY be done at the designated site,” the ministry stated.
The exercise is scheduled to take place between June and July 2026. During this period, beneficiaries will undergo identity verification and biometric capture, including fingerprints and facial recognition, as part of the continued eligibility requirements for receiving cash transfers.

Further, the statement clarified that the process will be carried out at designated sites communicated by Social Development Officers, and all beneficiaries must report within their county of registration to complete the mandatory verification process.
Inua Jamii Beneficiaries to Face Exit from the Programme for Failure to Complete Exercise
The Labor Ministry further warned that beneficiaries under the payroll who fail to appear for the Proof of Life Exercise or do not have their biometrics captured will be excluded from subsequent payrolls and eventually exited from the programme.

“The OPCT beneficiaries / PWSD caregivers currently in the payroll who will not turn up for the proof of life exercise and will not be in the subsequent payrolls and will eventually be exited from the program,” the guidelines read.
Additionally, beneficiaries without e-wallets whose biometrics are not captured will also be removed from the programme and will be required to undergo fresh registration to re-enter the system.
Beneficiaries who are sick, bedridden, hospitalized, or otherwise unable to travel are required to notify the nearest Social Development Office for guidance and possible alternative arrangements. Supporting medical documents may be requested to support their case.
Also, beneficiaries who miss the verification exercise within the scheduled period must report to the nearest Social Development Office for guidance. Failure to complete verification within the stipulated timelines will result in exit from the programme.
