Information, Communication and Technolgy (ICT) Cabinet Secretary William Kabogo has addressed former Deputy President Rigathi Gachagua‘s claims that President William Ruto instructed him to dismiss the former ICT Authority CEO, Stanley Kamanguya, and the board.
Speaking on July 22, Kabogo dismissed Gachagua’s allegations that President Ruto had instructed him to dismiss former ICT Authority Chief Executive Officer (CEO) Stanley Kamanguya and the board.
He stated that he had no instructions from the president and that he had followed the law and the constitution in running the ministry.
Kabogo said he is fully responsible for the changes at the authority board and the subsequent dismissal of the CEO.
He explained that the President is not responsible for hiring or dismissing officers at the Authority.
“It is not the president’s duty to hire or fire CEOs. That is my job as the CS. Even those board members who were changed for one reason or another were done so by me. That we do not have instructions from the president to hire or fire anyone,” Kabogo said.
He warned Kenyans to be wary of Gachagua and other leaders sowing seeds of discord in the country.
“I take full responsibility for actions that have been taken in this ministry as long as I’m CS. It’s important to tell the country to be wary of people who just sow seeds of discord, to just bite the mouth of the president,” he said.

Kabogo Accusses Gachagua of Misleading Kenyans
Kabogo also dismissed claims that President Ruto is targeting civil servants from the Mt Kenya region.
He stated that the claims by Gachagua and his team are misleading and divisive.
“I want to clearly state here that President William Ruto has not instructed us to remove from office civil servants from the Mt Kenya region. Claims by former Deputy President that Ruto is targeting civil servants from the Mt Kenya region are wrong and misleading,” Kabogo said.

Receiving Calls from State House
Kabogo clarified that President Ruto has never called him regarding the daily operation of the Ministry, not even once in the six months he has been in office.
He explained that the national policy formulation is made at the Cabinet meetings where matters of national development are discussed.
“I run the Ministry by the law and remain fully committed to upholding the Constitution in all my duties. President Ruto does not involve himself in the day-to-day running of the ministries,” he said.
He affirmed that there are no instructions targeting any specific community in Kenya and slammed Gachagua for casually making such a divisive statement.
The High Court issued temporary orders on July 1 blocking the ICT Authority Board from terminating Kamanguya’s employment pending the hearing and determination of a petition he filed.
Gachagua’s Claims
In the video, Gachagua claimed that Ruto ordered Kabogo to disband the Board after it handed Stanley an additional three-year contract.
Gachagua said the President was angered by the Board’s decision because Stanley is from the Mt. Kenya region.
“Recently, there is a CEO called Stanley. The Board of Directors met and gave him a three-year extension. Ruto got annoyed and fired all the members of that Board because they gave that man from the Mt. Kenya region a three-year contract,” Gachagua said.
