Two Al-Shabaab militants were killed on Tuesday, October 3, when an Improvised Explosive Device (IED) exploded along Amuma-Ruqa Road in Garissa County.

In a statement, the Directorate of Criminal Investigations (DCI) stated that Al-Shabaab militants were planting the IED before it exploded and killed the two instantly.

“A group of Al-Shabaab militants that was planting an Improvised Explosive Device (IED) along a road in Garissa County, was served a taste of their own medicine when the IED exploded killing two of them on the spot as others scattered from the scene with life threatening injuries,” said DCI.

According to the DCI scattered limbs, parts of the human digestive system and tatters of the ragtag militia’s fatigues littered the scene, demonstrating the level of impact of the explosion.

Also found at the scene was a battery and some wires believed to have been part of the explosive.

“Karma came back on the militants who were targeting innocent civilians and police officers using the road, when the explosive went off delivering instant justice to the Shabaab,” stated DCI.

Additionally, border patrol officers from a nearby police camp visited the scene and confirmed the early morning incident.

Further, DCI explained that police officers have since conducted a clearance patrol of the area and are pursuing the heavily armed Al-Shabaab militants.

DCI Al-Shabaab Attacks Preparation

On Thursday, September 21, DCI marked ten years after the Al-Shabab Westgate Mall attack.

In a statement, DCI noted that it had learnt from its mistakes and has since then put in place mitigating measures to ensure that such attacks never occur.

To begin with, DCI said it developed the human resource capacity of its officers to respond to the contemporary security demands of time.

“Consequently, the DCI-Anti-Terrorism Police Unit was upgraded, and a highly specialized counterterrorism and hostage rescue tactical team – the Emergency Response Team (ERT) established.

The well-trained and highly motivated team remains on standby 24/7 for any terror related eventuality,” stated DCI.

Additionally, an anonymous, toll-free call center dubbed #FichuakwaDCI was established at DCI Headquarters to specifically handle calls related to serious crimes such as terrorism, human trafficking, and armed robberies, among others.

“The call center which receives about 50 calls in a day, half of which are actionable, has revolutionized the manner in which we gather verifiable information and respond in time before criminal acts are committed,” explained DCI.

In addition, DCI revealed that these, among other measures including embracing the multi-agency approach in responding to security threats have ensured the safety and security of every citizen.

The commission also appealed to the public to partner with its officers in the fight against terrorism and violent extremism.
