Kakamega senator Bonny Khalwale has raised concerns on how Members of the National Assembly misuse the Constituency Development Fund (CDF) initiative on their lavish lifestyles.
During a senate sitting on July 3, 2024, the legislator compared cars that Senators drive to what their counterparts in the National Assembly use.
According to the vocal politician, National Assembly members can afford high-end fuel guzzlers because of the CDF.
“Senators use Prados but in the parking of the National Assembly you see high-end vehicles and why Mr. Speaker?
Because of an unconstitutional fund called CDF,” lamented Khalwale.
Additionally, the Kakamega senator stated that CDF was declared unconstitutional, but the two houses went ahead to twist the law.
“The courts made a pronouncement that it was illegal, the national assembly without blinking an eye went ahead and exercised legislative impunity by twisting the act so as to be allowed to continue with the unconstitutional process,” stated Khalwale.

During the same sitting, the lawmaker expressed his disappointment in unconstitutional offices that President William Ruto established.

Likewise, he advised the president to dissolve and restructure his government, citing that it had failed in delivering it mandate.
Khalwale, stated that there were a lot of funds being allocated to the Office of the First Lady and the wife of the Deputy President dismissing the fact that both offices were nonconstitutional.
” Mr. president dissolve cabinet and reconstitute it, do away with offices outside the constitution including, Chief administrative secretaries (CAS), office of the prime cabinet secretary, office of the first lady, advisors and fire the Inspector general of police,” advised Khalwale.
