The National Police Service Commission (NPSC) has presented a modernized police recruitment system to the National Police Service (NPS).
In a statement on May 2, 2025, NPS said the system is designed to streamline the hiring process and ensure that the most qualified individuals are selected to serve.
Peter Leley, the CEO of the NPSC, had convened a follow-up session to present the modernized system to top police leadership on Friday.
“The system aims to simplify and expedite the recruitment process and ensure that the most qualified individuals are hired,” NPSC, CS/CEO Peter Leley said.

On his part, Inspector General of Police (IG) Douglas Kanja commended the system, describing it as a significant step toward enhancing the commission’s image and strengthening public trust.
“The tool is timely for the Service and a step towards a positive image of the Service to the Citizens as it is designed to promote transparency and fairness in the recruitment process,” he said.
The session brought together key figures from both the commission and NPSC, including HR, ICT, and administrative experts, who participated in discussions about the system’s updates and potential improvements.
According to NPS, the collaborative effort aims to ensure that the system aligns with the NPSC’s mandate to recruit officers in a transparent, accountable, and merit-driven manner.

Police Recruitment System
On March 17, 2025, the National Police Service Commission (NPSC) announced major reforms in the recruitment process for officers in the National Police Service.
The announcement was made by Chairperson of police commission Eliud Kinuthia during the presentation of the Commission’s exit report at State House.
“On police recruitment, as we leave, the commission has designed an automated police recruitment information system that would reduce drastically human contact and interaction during the entire process of police recruitment,” said Kinuthia.

About the System
According to the Commission, the system is specifically designed to minimize human contact during recruitment, a key loophole that has previously enabled bribery and favoritism.
The Commission identified and mapped out key stages prone to manipulation such as manual shortlisting, academic document verification, and medical examinations and introduced digital interventions to safeguard these phases from abuse.
“The system has mapped corruption-prone stages in the process of recruitment and has devised interventions that would reduce vulnerability to corruption for youth seeking police jobs,” said Kinuthia.
Moreover, the Commission addressed public concern over the financial burden placed on applicants during recruitment. Kinuthia added that the reform seeks to eliminate the unofficial fees often demanded from applicants.
