Saboti Member of Parliament (MP) Caleb Amisi has been dragged to court in a petition filed against him for allegedly failing to repay soft loans amounting to millions.
The petitioner Josphat Machogu, filed the case on March 28, 2024, seeking to be repaid loans owed by the legislator which accumulate to a total of $60,300 (Ksh7.89 million).
Through his lawyer Daniel Achach, the defendant claims that the total amount was accumulated through loans given on different dates between January and September 2022 before, during and after the campaign periods.
According to him, the money was transferred to the legislator after he approached him requesting soft loans in different amounts when he was campaigning to regain his National Assembly seat in that year’s General Elections.
Amisi is reported to have requested a refundable soft loan after failing to raise enough funds through fundraisers and donations.
He further claimed that they reached an agreement that the lawmaker would pay all soft loans advanced to him in one instalment upon winning the elections and being sworn in.

“In the alternative, the Defendant expressed to the Plaintiff that should he not win in the elections, he would give the Plaintiff a payment proposal that would be acceptable, but the Defendant was almost very sure of a win with the Plaintiffs soft loan,” reads the court papers.

Amisi receives loans
The petitioner noted that the first amount transacted to Amisi was Ksh500,000 deposited on or about January 6, 2022, which was reportedly sent directly to his account.
Additionally, the diplomat said that he sent an additional sum of $50,000 (Ksh6.5 million) on or about April 12, 2022.
The petitioner then stated that the Saboti MP further requested for another soft loan later in September that year where he advanced an additional $10,300 (Ksh1.34 million) to Amisi.

This was after the MP approached him for the loan stating that it would enable him to offset some unforeseen bills resulting from the campaigns.
However, the diplomat in his submission noted that the MP only managed to pay back Ksh500,000 after he threatened to take legal action.
“The plaintiff prays for judgment against the Defendant for $60,300 and interest at court rates from the date of filing this suit until payment in full,” reads part of the court papers.
The defendant told the court that he first encountered the MP around June 2021 and that they became friends after the legislator together with other MPs paid an official visit to the Intergovernmental Authority on Development (IGAD) offices in Djibouti where they exchanged contacts and kept talking thereafter.
