The Kenya Revenue Authority (KRA) has put all fuel stations on notice after issuing fresh directives targeting retailers that have failed to comply with its electronic tax invoicing requirements.
In a notice dated Tuesday November 25 2025, the Authority stressed that all petroleum product retailers are required to integrate their operations with the eTIMS Fuel Station System across their retail outlets, a specialized platform designed to capture real-time invoicing for every fuel transaction.
It integrates with KRA via a forecourt controller and existing point-of-sale systems, ensuring accurate and efficient tax reporting.
“Kenya Revenue Authority (KRA) reminds all petroleum product retailers of their obligation to implement the eTIMS Fuel Station System across their retail outlets,” said the Authority.
KRA Puts all Fuels Stations on Notice as it Issues Fresh Directives
According to the KRA, the initial compliance deadline was June 30, 2025. However, a significant number of retailers are yet to integrate the system, prompting the Authority to issue a final reminder.
KRA has stated its commitment to supporting and facilitating all fuel retailers in meeting compliance requirements. It also expressed appreciation to those outlets that have already adhered to the electronic tax invoicing mandate.

However, KRA made it clear that fuel retailers who fail to meet the new compliance deadline of December 31, 2025, will face enforcement measures as dictated by law.

About the eTIMS System
The Electronic Tax Invoice Management System (eTIMS) is a software solution introduced by the KRA to digitize and streamline the tax invoicing process, enhance tax compliance, and curb evasion.
Launched in 2023, it serves as an improvement to the existing Tax Invoice Management System (TIMS).
The eTIMS system is versatile, allowing businesses to generate and transmit tax invoices to the KRA in real-time or near real-time using various electronic devices such as computers, laptops, tablets, and smartphones. This system ensures transparency and provides an auditable record of transactions, which helps auto-populate tax returns for taxpayers.
Key Features of eTIMS
Businesses can utilize one of several available eTIMS solutions (e.g., KRA-provided software, a mobile app, or an integrated ERP system) to issue electronic tax invoices for every sale.
The system automatically sends the invoice data to the KRA’s central system. In case of a temporary internet outage, the system can operate offline and transmit the data once connectivity is restored.

Each valid eTIMS invoice includes a unique QR code and invoice number that can be verified on the KRA’s iTax portal. This creates a secure, verifiable record for both the business and the KRA, eliminating the need for manual record-keeping of paper invoices.
