The National Environment Management Authority (NEMA) has invited members of the public to comment on a major mixed-use development proposed for Nairobi, including a 10,000-seat indoor sports arena, a branded hotel, serviced apartments, and a sports park.
In a notice published in the Kenya Gazette, NEMA said it had received an Environmental and Social Impact Assessment (ESIA) Study Report for the proposed project by Metoarena Development Company Limited and is seeking public feedback before deciding whether to approve it.
According to the notice, the project is planned on Plot L.R. No. 209/12180 in Nairobi’s Railway Station area, one of the capital’s busiest transport and commercial zones.
“The National Environmental Management Authority invites members of the public to submit oral or written comments within thirty (30) days from the date of publication of this notice to the Director-General, NEMA, to assist the Authority in the decision-making process for this project,” the agency stated.
The proposed development is among the latest large-scale projects seeking environmental approval in Nairobi as developers continue to target strategic locations for investments in housing, hospitality, sports and entertainment facilities.
If approved, the project could significantly transform the Railway Station area and further expand Nairobi’s sporting and hospitality infrastructure.
What the Project Will Include
Plans submitted to NEMA show that the development will feature a 10,000-seat multi-purpose indoor arena designed to host sporting activities, conferences, exhibitions and other major events.

The project will also include a 140-key branded hotel, a three-level public podium, 77-key serviced apartments, a sports park, parking zones and other supporting facilities.
The arena is expected to be the centerpiece of the development, providing additional indoor space for sports and entertainment events in Nairobi.
According to the ESIA report, the developer has identified several environmental and social issues that may arise during both the construction and operational phases of the project.
The concerns include increased traffic in the project area, construction noise, dust emissions, solid waste generation, water pollution risks, and occupational health and safety challenges.
The report also notes that the project could affect local biodiversity and put pressure on existing infrastructure if not properly managed.
To address these issues, the developer has proposed a series of mitigation measures including waste management systems, dust suppression programs, pollution control mechanisms, health and safety procedures, environmental monitoring and compliance measures.
Other proposed interventions include proper drainage systems and adherence to environmental standards throughout the project’s lifecycle.
NEMA Opens Public Participation
NEMA said copies of the ESIA Study Report are available for public inspection at the authority’s headquarters and at the office of the relevant County Director of Environment.

The report is also available on the authority’s website, www.nema.go.ke, so members of the public can review its contents before submitting comments.
Under Kenya’s environmental laws, public participation is a key requirement in the approval of major projects.
The process allows residents, businesses and other stakeholders to raise concerns, support projects or propose changes before approvals are granted.
Comments received from the public will form part of the information NEMA uses to determine whether the project should proceed, be modified, or be rejected.
The authority said that interested individuals and organizations have 30 days from the date of publication of the notice to submit their views.
