The Nairobi County Government on October 31 issued an ultimatum concerning undeveloped and unpaid plots in the city’s site and service schemes.
In an official notice, the County Government gave the owners of 107 specific plots in Nairobi 30 days to comply with the terms and conditions agreed upon during the acquisition of the listed plots.
“The Nairobi City County Government has noticed that several plots in the County Site and Service Schemes remain undeveloped and are significantly indebted regarding plot dues. This situation persists despite these plots being allocated in the 1980s under clear terms and conditions, which required allottees to develop their plots within 24 months and pay all necessary plot dues.
Non-compliance with these terms has resulted in the underutilization of scarce land resources in the city and has led to a loss of revenue for the County, negatively impacting overall service delivery,” the notice stated.

“In light of the foregoing, owners of the under-listed 107 undeveloped and indebted plots in County Site & Service Schemes are hereby advised to take note of the following all unpaid plot dues must be paid within 30 days of issuance of this notice,” the notice added.

In the notice placed in a local daily, the County government reiterated that all undeveloped plots must be developed within 6 months of issuance of the notice.
At the same time, the Nairobi County Government warned plot owners that failure to comply with the above orders would lead to repercussions.

“Failure to pay up for and develop the plots as advised herein will lead to repossession of the plots by the County government and re-allocation of the same to other deserving individuals without any further reference to the current defaulting owners,” the notice warned.

Moreover, the Nairobi City County Government clarified that all plot owners who have arrears will still have outstanding arrears until those arrears are fully paid.
Finally, allottees are notified that all plot dues arrears are already captured in the Nairobi County Systems and shall remain outstanding until the same are fully paid.
