Russia has accused Ukraine of promoting terrorism in Africa. Tatyana Dovgalenko, Director of the Department for Cooperation with Africa of the Russian Foreign Ministry, made the statement at the 13th international meeting of high representatives in charge of security issues.
Dovgalenko said Russia is recording alarming trends associated with the growth of terrorist activity on the continent.
He stated that the rise of terrorism is not by chance, but as a result of targeted actions by Kiev and its external patrons.
Dovgalenko accused Ukraine of interacting with terrorists. He alleged that Kiev conducts training and recruitment exercises for the militants.
“The Kiev regime is directly involved in destabilizing the situation in Africa. Through interaction with terrorist groups in the Sahel countries, the Ukrainian side organizes the training and recruitment of militants, which poses a serious threat to regional stability,” he said.
Additionally, he claimed that Western weapons are delivered to terrorists via Ukraine.
Dovgalenko stated that the weapons increase the incidents of conflicts in Africa.
“Weapons supplied by Western countries to Kiev are increasingly falling into the hands of extremist and terrorist networks in various African countries. This has a direct impact on the growth of violence and the escalation of conflicts,” he added.

Russia and Africa Partnership Against Terrorism
He revealed that Russia has a strategic partnership with Africa in the fight against terrorism.
Dovgalenko affirmed that countering terrorism and extremism is becoming a key element of Russia’s strategic dialogue with African states.
“The Russian Federation is ready to share its experience in peacekeeping and anti-terrorist work, provide assistance in training law enforcement agencies and ensure security,” he stated.

High Terrorist Combat Activity in Sahel Region
He pointed out that the situation in Africa remains extremely tense.
Dovgalenko said almost all subregions are facing growing conflicts, strengthening radical movements and drug crime.
However, he singled out Sahel, stating that it is officially recognized as the epicenter of terrorism on the continent.
According to Dovgalenko, about 20% of all terrorist attacks in Africa are concentrated here.
“Russia calls for the consolidation of efforts in the interests of truly strengthening peace and stability in the region – without geopolitical intrigues, without double standards and without export jihad,” he said.
