Raila Odinga wants an urgent meeting with the Independent Electoral Boundaries Commission over the alleged printing of an extra booklet for the presidential declaration forms.
Through a letter from his Chief Legal Advisor Paula Mwangi, the Azimio La Umoja – One Kenya Presidential Candidate said the explanation the coalition’s two agents got while in Athens, Greece was inadequate.
“There is no room for the commission to exercise any discretion in this matter. The commission must print Form 34Bs on the same footing as it has printed Form 34A,” Mwangi’s letter reads.
“I raised these issues at the Airport when we attended the ceremony to receive the first batch of Presidential ballot papers.” He added.
Moreover, two agents from the Azimio coalition traveled alongside the IEBC’s commissioners and representatives of various political parties and election observers to monitor the printing of presidential ballot papers.
In addition, Mwangi reported that, when they inquired about the extra booklet, the commissioners present said the extra papers were necessary for the media and observers.

“It is actually a set of fully fledged form 34As complete with all security features similar to those in Book 1 and 2,” he stated.

Similarly, Mr. Odinga raised the other concern which emerged that the electoral commission did not order the printing of Form 34B.
Furthermore, according to the Commissioners in Athens form 34B was not necessary as it would “self-generate” when results from Form 34A are keyed.
Nonetheless, under the Election Regulations, Form 34A is used to tabulate presidential election results from all polling stations within a constituency. It is filled by the presiding officer after the counting of votes at the polling station. Furthermore, Form 34A is handed over to the constituency returning officer, who then fills Form 34B.
