President William Ruto, Chief Justice Martha Koome and Treasury Cabinet Secretary John Mbadi have made appointments in the Executive and Judiciary.
In a gazette notice published on October 18, 2024, President Ruto appointed Paul Wachana as the Chairperson of the Kenya Institute for Public Policy Research and Analysis (KIPPRA) where he will serve for three years.
“IN EXERCISE of the powers conferred by section 7 (2) of the Kenya Institute for Public Policy Research and Analysis Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint— PAUL WACHANA (PROF.) to be the Chairperson of the Kenya Institute for Public Policy Research and Analysis (KIPPRA), for a period of three (3) years, with effect from the 18th October 2024,” reads the notice in part.
On her part, CJ Martha Koome made new appointments in the Employment and Labour Relations Court (ELRC).
Koome in the notice dated October 9 appointed lawyer Omwanza Ombati and Sheila Ondiso Obiayo as members of the ELRC Committee, for a period of five years, with immediate effect.
The CJ further noted that the appointments of Yvonne Adhiambo Obonyo and Macharia Njeru for the positions have been revoked.

“IN EXERCISE of the powers conferred by section 24 (b) (iv) of the Employment and Labour Relations Court Act, 2011, the Chief Justice appoints— OMWANZA OMBATI to be a member of the Employment and Labour Relations Committee, for a period of five (5) years, with immediate effect,” the notice adds.
Omwanza Ombati appointed by Koome months after Ruto appointed him
Ombati’s appointment as an ELRC Committee member comes after President Ruto appointed the lawyer as a Judicial Service Commission (JSC) member in Gazette notice no. 5164 dated May 2.
Also at the time, Omwanza replaced Macharia Njeru whose term had expired as the Law Society of Kenya’s representative in the Commission.
His appointment followed his victory in the LSK election conducted on February 29. Omwanza was set to serve for a five-year term as a JSC member effective May 13.
Meanwhile, CS John Mbadi has appointed Florence Chemtai to be a member of the Kenya Trade Network Agency Board, for a period of three years, with effect from the 18th of October 2024.

Appointments by CSs Mbadi and Eric Mugaa
Mbadi has further re-appointed Lorian Okongo to be a member of the Anti-Money Laundering Advisory Board.
“IN EXERCISE of the powers conferred by section 49 of the Proceeds of Crime and Anti-Money Laundering Act, the Cabinet Secretary for the National Treasury and Economic Planning reappoints— LORIAN MONA OKONGO to be a member of the Anti-Money Laundering Advisory Board, for a period of three (3) years, with effect from the 18th of October 2024,” the notice adds.
On his part Water CS Eric Mugaa has appointed Irene Njoki Maina to be a member of the Tana Water Works Development Agency, for a period of three years, with effect from the 4th of October 2024, in turn revoking the appointment of Pauline Wanjira Maina.
