President William Ruto has announced the expansion of Jomo Kenyatta International Airport (JKIA) as the first major project to be financed under the National Infrastructure Fund, with an allocation of Ksh 20 billion.
Speaking during the assent of the National Infrastructure Fund bill at the Statehouse on March 9, Ruto unveiled the JKIA expansion as a flagship project under the National Infrastructure Fund.
“Today, I am pleased to announce that the expansion of Jomo Kenyatta International Airport will be the first major project financed through this new model under the National Infrastructure Fund,” Ruto said
This comes after Kenyans’ concerns that linking the JKIA expansion to the Adani deal, saying that the tender could pave the way for the possible return of the Adani Group’s possible return, which was initially awarded the tender in 2024.
Ruto Addresses JKIA Expansion under New Bill
The president confirmed the earlier announcements on the contracts for the airport expansion.
He further stated that between Ksh 15 billion and KSh 20 billion from the National Infrastructure Fund, sourced from the proceeds of the Kenya Pipeline IPO, will serve as seed money for the project.
“Between 15 and 20 billion shillings from the National Infrastructure Fund, derived from the proceeds of the Kenya Pipeline IPO, will be used as seed money for the project,” Ruto announced.

These funds, as he stated, will include contributions from pension funds, insurance companies, and other collective investors, and are an opportunity for the public and private investors to participate.
The opportunity to invest in the National Infrastructure Fund will open as early as next month, and investors will have the chance to participate in commercially viable public infrastructure projects across the country.
“This is the chance to engage in commercially viable public infrastructure projects. Our government will be the first in the game, with others expected to follow,” he said.
How to Apply for Government JKIA Tenders
To apply, bidders must register their business and obtain a KRA Tax Compliance Certificate.

They should ensure that they register on the e-GP or IFMIS Supplier Portal via eCitizen. However, if one is a Youth, Woman, or Person with a disability (PWD), they should register for the Access to Government Procurement Opportunities (AGPO) program to access reserved tenders.
The following are the details required during the application:
- KRA PIN Certificate
- Valid Tax Compliance Certificate
- CR12 Form (for limited companies)
- Business Permit/License
- AGPO Certificate (if applicable)
- Detailed Company Profile
To qualify, one must prepare their bid in accordance with all instructions and submit it electronically or physically before the deadline, ensuring compliance with all requirements.
