The Social Health Authority (SHA) will now implement a flat-rate premium of Ksh 660 per month for vulnerable Kenyans.
Appearing before the National Assembly Departmental Committee on Health on October 14, Health Cabinet Secretary Aden Duale said the program seeks to ensure that no Kenyan is left behind under the Universal Health Coverage (UHC) plan.
He also encouraged well-wishers, philanthropists, and development partners to support the initiative to reach more deserving families across the country.
The initiative targets indigent people identified through collaboration with the Ministry of Social Protection, aiming to expand access to affordable healthcare for all.
“To further expand access for vulnerable populations, the CS noted that SHA is implementing a flat-rate premium of Ksh660 per month for each indigent person identified through collaboration with the Ministry of Social Protection,” read part of the statement by the Health Ministry.
“He encouraged well-wishers, philanthropists, and partners to support the program to reach more deserving Kenyans.”
The session was convened to discuss the Committee’s report on the assessment of SHA’s operations — particularly on the utilization of funds, challenges faced by health facilities, and progress in service delivery.
Kenyans Who Will Enjoy FREE SHA Services
In September, President William Ruto announced that the government would cover the cost of SHA services for 2.2 million Kenyans at no charge.
“Today, I want to say that the government will pay for the SHA cover for 2.2 million Kenyans for free. As you leave here, you will be assured that SHA will cover you,” Ruto said.
Ruto stressed that the move is aimed at promoting equality and ensuring all Kenyans have access to the highest standard of healthcare.
“Health is a right for every citizen, and this initiative ensures that no Kenyan is left behind,” President Ruto said.
The government confirmed that 558,000 households—equivalent to 2.2 million individuals—will benefit from the SHA cover.

List of Donors Paying for Over 2 Million Kenyans
Among the well-wishers unveiled so far was an anonymous philanthropist who made a significant contribution to the SHA Fund.
The President thanked the unnamed donor, stating that the individual requested anonymity despite having funded coverage for 113,000 Kenyans.
Several county governors also pledged support for the SHA program through financial contributions.

Murang’a Governor Irungu Kang’ata committed Ksh171 million while Trans Nzoia Governor George Natembeya pledged Ksh23 million.
On his part, Migori Governor Ochillo Ayacko contributed Ksh5.6 million, while Mombasa Governor Sheriff Nassir offered Ksh3.6 million.
In addition to individual governors, some counties made pledges to sponsor specific numbers of beneficiaries:
Mombasa, Lamu, and Nairobi Counties pledged to sponsor 20,000 beneficiaries each, while Uasin Gishu County has pledged to support 291 individuals.
Support also came from corporate bodies and humanitarian organizations, including Mombasa Cement, which pledged to sponsor 2,500 beneficiaries.
On the other hand, Refugee Point committed to covering 150 individuals, while the United Nations High Commissioner for Refugees (UNHCR) pledged support for 22,115 beneficiaries.
