TSC Seeks Private Insurance for Its Staff After Moving All Teachers to SHA

The Teachers Service Commission (TSC) has invited bids for private medical insurance for its staff. This move comes shortly after it transitioned all teachers from the Minet Kenya medical scheme to the government-run Social Health Authority (SHA).

TSC’s advert is coming days after the Parliamentary Joint Services floated a tender on 5 December 2025 for the provision of private medical insurance for MPs.

In a notice dated December 9, TSC issued a new set of tenders for the 2025–2026 financial year, covering key service areas including medical insurance for staff across its county offices.

“The Teachers Service Commission invites interested and eligible bidders/tenderers to bid for the tenders listed below, which have been uploaded in the e-CPS system,” read part of the TSC statement.

Provision of a Medical Insurance Scheme for Commissioners and Secretariat Staff tender carries a bid security of Ksh9,000,000 and is an open tender.

On December 5, the Parliamentary Service Commission stated that tenders must be accompanied by a tender security of Ksh4 million valid for 217 days from the date of tender opening, in the form of a bank guarantee from a reputable bank recognised by the Central Bank of Kenya payable to the procurement entity.

“The Parliamentary Joint Services invites sealed bids from eligible service providers to tender for the Provision of Medical Insurance Cover for Members of Parliament,” read part of the notice.

TSC Teachers Shift from Minet to SHA

Starting 1 December 2025, all TSC-employed teachers and their dependents migrated from the private Minet Kenya medical coverage to SHA.

Acting TSC CEO Eveleen Mitei said the Commission is working to ensure a seamless transition for teachers, including the transfer of ongoing medical cases to the new scheme to prevent disruptions.

SHA CEO Dr. Mercy Mwangangi stated that the government plans to expand the benefits available under the scheme.

“We’re looking to expand this list to include level six, five, four, three A and B, and level two hospitals, encompassing public, private, and faith-based facilities.

Therefore, the offerings for teachers will be significantly improved and expanded,” she explained.

Despite these assurances, teachers’ unions had expressed skepticism about the transition.

They warned that participation in SHA would be canceled if the new coverage failed to meet expectations, citing concerns over service quality, accessibility, and the adequacy of benefits compared to what Minet had previously provided. SHA has already onboarded several health facilities for a smooth transition.

President William has pushed for the Universal Health Cover, with at least 27 million Kenyans registered so far.

However, while the state is pushing masses to embrace SHA, it appears the well-paid state officers are preferring private covers.

  • Maintenance of Telephony System at TSC Headquarters (Avaya-Lucent Omni PCX Enterprise PBX)
  • Provision of Internal Connectivity Services at TSC Headquarters, 2nd & 4th Floor Offices and the point-to-point link to the data recovery site
  • Comprehensive Maintenance and Support of TSC Servers and Software Assurance Service for Kuali
  • Supply and Delivery of Laptops to TSC Headquarters
  • Provision of Medical Insurance Scheme for Commissioners and Secretariat Staff
  • Supply and Delivery of Calling Cards 1000 Denomination (Airtime)
  • Supply and Delivery of Laptops at TSC Headquarters
  • Supply and Delivery of ICT Accessories
  • Supply and Delivery of ICT Accessories
  • Supply, Delivery and Installation of CCTV Cameras at TSC Headquarters
  • Supply and Delivery of Cleaning Materials

    What irony there is in tsc praising SHA and transitioning all teachers to it but preferring a private insurance for commissioners and secretariat! I prefer the one which has not been praised and therefore want to be removed from SHA and transitioned to the private insurance as the commissioners and secretariat when it is done.
