Labour Cabinet Secretary (CS) Alfred Mutua has appointed Central Organization of Trade Unions (COTU) Secretary-General Francis Atwoli to the National Board for Social Protection.
In a Gazette notice dated October 23, CS Mutua said Atwoli will serve alongside Kenneth Odire and Richard Mativu Musau as members of the board.
The appointments took effect on October 23, 2026, and run for three years under the Social Protection Act.
“In exercise of the powers conferred by section 10 () of the Social Protection Act, the Cabinet Secretary for Labour and Social Protection appoint Francis Atwoli (Dr.), Kenneth Odire and Richard Mativu Musau to be Members of the National Board for Social Protection, for a period of three (3) years with effect from the 23rd October, 2026,” read part of the Gazette Notice.
Role Atwoli Will Play at National Board for Social Protection
The Social Protection Act, 2025, established the National Board for Social Protection to oversee the delivery of non-contributory social assistance and coordinate welfare programmes targeting vulnerable people in Kenya.
Its mandate includes overseeing the provision of social assistance and social care, coordinating interventions across government and other stakeholders, maintaining a social protection registry and supporting public awareness of welfare services.
The board supports Kenya’s broader efforts to coordinate social safety-net programmes and improve access to support for groups such as older persons, orphans and vulnerable children, persons with disabilities, and households facing extreme poverty or other shocks.
President William Ruto appointed Cecilia Mbaka as the board’s non-executive chairperson for a three-year term effective August 28, 2026.
