A report by Mzalendo Trust has revealed that 15 Members of Parliament (MPs) have not made any contribution on the floor of the house since they were elected last year.
The report on the scorecard of the 13th Parliament covered the period between September 29, 2022, to June 30, 2023.
Moreover, out of the 15 legislators, seven are from the ruling United Democratic Alliance (UDA) party, two are from Amani National Congress (ANC), two are Independent while the remaining two are from Jubilee and Wiper parties.
The Dormant MPs
The Members of Parliament who have stayed dormant on the floor of the house include

- Samuel Arama (Nakuru Town West)
- Ronald Karauri (Kasarani)
- Mohamed Soud (Mvita)
- Paul Chebor (Rongai)
- Ernest Kagesi (Vihiga)
- Joseph Iraya (Nominated)
- Elizabeth Kailemia (Meru Woman Rep)
- Muthoni Marubu (Lamu Woman Rep)
- Fred Kapondi (Mt Elgon)
- Charles Gimose (Hamisi)
- Feisal Bader (Msambweni)
- Innocent Momanyi (Bobasi)
- Mohamed Soud (Mvita)

Nonetheless, Mzalendo Trust report also highlighted the names of the most active members of parliament including Makali Mulu (Kitui Central), Beatrice Elachi (Dagoretti North), James Nyikal (Seme), Ken Chonga (Kilifi South), Geoffrey Kiringa Ruku (Mbeere North).
The report added that Samson Cherargei (Nandi), Eddy Oketch (Migori), John Kinyua (Laikipia) and Mohamed Faki (Mombasa) are the most active in the Senate.
Criteria for Ranking
The performance of these lawmakers is strictly determined by the number of times the MPs speak in Parliament (speech counts) and as captured in the Parliamentary Hansard.
“Whereas the performance of the House constitutes all the bills, motions, petitions, questions, and papers (reports) considered by the house. We also highlight the key moments of the house after the House goes for recess sine die,” Mzalendo stated.
Mzalendo Trust further explained that the rankings only cover plenary proceedings, whose information is readily available to the public.
“Information on committees’ proceedings is not as readily available. The limited access thus makes it hard to incorporate them into the rankings,” Mzalendo Trust said in its report.

As such, all legislators in positions of parliamentary leadership, who by virtue of holding such positions have natural privileges, are exempted from the overall ranking.
In addition, the said privileges are manifested in their responsibilities requiring them to inevitably speak as a matter of routine and requirement.
The positions with such privileges include leaders of both Majority and Minority sides, chairpersons of Committees, Majority and Minority whips as well as members of the Speaker’s panel.
