The Teachers Service Commission (TSC) has authorized Hoffman Solution Ltd to verify the funds of 3,000 newly recruited teachers under the Secondary Education Quality Improvement Project and the Kenya Secondary Education and Equity Quality Improvement Program.
According to a letter dated January 14, 2026, the verification exercise is necessary to confirm that the teachers deployed to schools with the highest staff shortages meet the recruitment requirements.
“The Teachers Service Commission hereby grants the permission to carry out the verification exercise,” stated Evelyne Mitei, the acting Secretary and CEO of TSC.
“The verification results will be used to disburse the current funds to various MOE agencies and TSC.”
Although TSC recruited and deployed 3,000 teachers to address the shortage in schools, their recruitment had not yet been independently verified.
The verification results are expected to ensure that resources are properly allocated and reach schools most in need.
TSC Recruitment of 3,000 Teachers
In a significant move to improve Kenya’s secondary education sector amid persistent teacher shortages, TSC recruited and deployed 3,000 teachers to schools with the highest teacher shortages.

This move was part of broader initiatives under the World Bank-funded Secondary Education Quality Improvement Project (SEQIP) and the Secondary Education Equity and Quality Improvement Program (SEEQIP).
In addition, this recruitment aligned with the government’s plan to hire an additional 20,000 teachers for secondary schools, including Junior Schools, in the academic year 2024/2025.
This deployment was designed to ensure teachers from primary to secondary levels were utilized to support the rollout of the Competency-Based Curriculum (CBC) in schools.
However, the verification did not take place, hence the TSC letter confirming Hoffman Solution Ltd as the Independent Verification Agency (IVA) for Disbursement Linked Indicator 3 (DLI-3).
Reasons for Hoffman Verifying TSC Recruitment
Typically, the recruitment of teachers is conducted directly by TSC Sub-County officers. This time, however, TSC authorized Hoffman Solution Ltd to conduct verification to satisfy the requirements of international funding partners.
According to the TSC, Hoffman Solution Ltd will, as a third-party auditor (IVA), ensure that the Commission has met its recruitment targets for donor-funded projects, such as SEQIP.

Funds from donors such as the World Bank will be released to the TSC and other MOE agencies only after Hoffman Solutions has verified that specific recruitment and infrastructure goals have been met.
Hoffman will ensure that the TSC places these teachers in the high-need areas designated by the project guidelines.
By using Hoffman Solution Ltd rather than internal staff, the process will provide an objective layer of accountability, confirming that government and donor resources are being used effectively to reduce teacher shortages and improve learning quality.
