Dick Maungu Oyugi is a Kenyan politician currently serving as the Member of Parliament for Luanda Constituency in Vihiga County.
Early life and educational background
Dick Maungu started his professional studies with the Certified Public Accountant (CPA) qualification from KASNEB, completed between 2000 and 2004, establishing his credentials in financial reporting and auditing.
In 2005, he expanded his managerial capabilities by earning a Diploma in Human Resource Management from the Kenya Institute of Management, successfully graduating in 2006.
Maungu advanced to Kenya Methodist University (KeMU), where he pursued a Bachelor of Business Administration in Finance and Accounting, and graduated in 2009.
Between 2007 and 2009, he developed a deeper understanding of corporate finance, auditing, and managerial decision-making.
Maungu joined Kenyatta University in 2011 to study for a Master of Business Administration (MBA) in Finance.
By the time he graduated in 2013, he had sharpened his skills in financial analysis, policy formulation, and strategic leadership

Professional career
Maungu began his professional career in 2001 as an Accounts Clerk at Kabras Sugar Company Limited, where he worked until 2003.
Between 2003 and 2006, he moved to the Kenya Power and Lighting Company (KPLC), where he served as an Assistant Accountant.
At KPLC, he was involved in utility finance management, overseeing billing systems and expenditure controls.
In 2007, Maungu transitioned into the public sector, joining the Vihiga County Council as a Principal Accountant. For three years, until 2010, he played a key role in public finance management, budget preparation, and accountability frameworks at the county level.
In 2010, Dick Maungu was appointed as the Finance and Administration Manager at Lake Basin Development Authority (LBDA), a position he held until 2014.
From 2014 to 2016, he worked as a Part-Time Lecturer at Kenyatta University, where he taught courses in accounting and finance.
Political career
In 2017, his career took a decisive turn towards politics when he successfully contested and was elected as the Member of Parliament for Luanda Constituency under the Orange Democratic Movement (ODM) party ticket.
