Former ODM strategist Wafula Buke has revealed that when President William Ruto accuses Parliament of corruption, he is speaking from experience.
Buke has exposed Ruto’s political past, saying that he survived a 2010 impeachment through a massive bribery scheme inside Parliament.
Buke, a former political detainee during the Moi era and later ODM’s Director of Political Affairs and Strategy, has said he personally delivered millions of shillings in cash to MPs to help Ruto, then Agriculture Minister, escape impeachment over the maize scandal.

Wafula Buke on The Maize Scandal and Khalwale’s Motion
In 2010, Ruto faced a motion of impeachment over his handling of the maize importation scandal.
The motion was tabled by now Kakamega Senator Bonny Khalwale, who accused Ruto of presiding over a fraudulent scheme that exposed Kenyans to hunger and cost taxpayers billions.
However, Ruto survived the vote. According to Buke, Ruto managed to secure the vote through bribes.
Buke has explained that the drama began on the morning of the impeachment debate.
At 10 AM, he received a call from the Ruto’s Principal Personal Assistant, Maiyo.
“Do you know where George Thuo’s office is?” Maiyo asked.
When they met, Buke says, Maiyo was carrying a bundle of cash estimated at between Ksh6 million and Ksh10 million.
As they walked towards Parliament, Buke recalls Maiyo whispering.
“Hii ni kitu ya wabunge kwa hii mambo ya impeachment. The Luo MPs are Ok. The Kambas are also fine, but these Kikuyus! Tusipowapatia hii kitu yao, Mbesha, wataangusha boss.”
Translating to (This thing is for the MPs over the impeachment thing. The Luo MPs and the Kambas are fine, but not the Kikuyus. If we don’t give them this, they will vote against the boss.)

Money Goes Inside Parliament
At the rear entry to Parliament, security officers questioned the two about the suspicious package.
‘I told Maiyo to give me the bundle since I was an unknown PA to Ruto lest the media photograph him,” stated Buke.
However, he froze, but Maiyo quickly interjected.
“Hii ni kitu ya mweshimiwa, Thuo tunampelekea.” (We are taking this to MR Thuo, it belongs to him).
And the cash was waved through.
Buke claims they encountered then MP Musa Sirma, who led them to then Majority Leader George Thuo’s office.
He handed the bundle of cash to a woman named Susan, who walked directly into Thuo’s office. Hours later, Khalwale’s motion was defeated, and Ruto’s cabinet career survived.

The former political detainee has insisted that he acted as a mole, passing intelligence to his command center, and now feels obligated to speak out as the country heads towards another election cycle.
“Yes, I facilitated corruption, but I reported to my command center. In any case, I have told this story before on Facebook.”
Additionally, Wafula Buke noted that his intention is not personal gain or political positioning.
“Sincerely speaking, I don’t care about my reputation since I have no intention of running for any office. What matters is exposing falsehood that is supposed to cleanse Ruto as we head to 2027,” he added.
