President William Ruto has hinted at the details of certain Members of Parliament (MPs) and Senators who extort money from Governors, Executive and Cabinet Secretaries (CSs).
Speaking during the ODM-Kenya Kwanza Parliamentary Group Meeting, Ruto said Parliament has Committees, each with a chairman of welfare who is in charge of extorting money from politicians and government officials.
Let me ask you this, fellow who is called chairman of welfare in Committees, what is their job? Extortion, and that is what Raila is saying.
Ruto said that all leaders know what they should be doing but choose not to.
He explained that the government has ideas to change the face of Kenya.
“We all know what we should be doing. We don’t have a shortage of ideas. Politics has taken our country hostage that we cannot do what we all know we should do,” Ruto said.
He supported Raila’s statement of extortion in Parliament, stating that he would have done the same if he had won the Presidency

Ruto stated that the manifestos of Azimio and Kenya Kwanza during the 2022 general election were 70% similar.
He stated that the difficulties he is facing as President as self-imposed.
He stated that he would be very popular if he had not implemented the Social Health Authority (SHA), Affordable Housing Programme, education and agriculture reforms, and other UDA manifesto.

“I am very confident that if Raila had become President, he would be doing what I am doing. I know that because I have been in his school of leadership. He would be unpopular or having the same difficulties,” he added.
He said that Raila has the confidence to warn the MPs against such extortion because of the plans he had before the election.
These are necessary for Kenya to change. We cannot change the country otherwise. That is why he has the courage to stand here and tell you to stop the extortion. Very few leaders can stand here and tell you to stop the extortion that is going on in Parliament because we like to make peace with mediocrity.

Passing SHA Bills
However, Ruto appreciated MPs and Senators for passing the Social Health Insurance Act, 2023.
He said the legislature took the courage to pass the bills that are beginning to solve the problem of health in Kenya.
“It may not happen instantly, but all of you can now see that there is a possibility that we can sort out the challenges of health in Kenya. We had to be bold and make necessary decisions,” he said.
