Kenya has been fined $50,000 (Ksh 6.5 million) for safety and security breaches during their CHAN match against Morocco at Kasarani Stadium on Sunday, August 10, 2025.
In a statement dated Wednesday, July 13, 2025, the Confederation of African Football (CAF) said the decision was reached due to multiple safety and security violations.
“The CAF Disciplinary Board charged the Football Kenya Federation (FKF) with multiple safety and security breaches during Kenya’s TotalEnergies CAF African Nations Championship (CHAN) match against Morocco at Moi International Sports Centre, Kasarani. The Disciplinary Board found Kenya guilty and imposed a fine of USD 50,000,” the statement read.
Additionally, CAF Disciplinary Board has threatened to relocate Kenyan team games to Uganda or Tanzania if breaches continue.
“Kenya was warned that continued failure to meet CAF safety and security requirements may lead to the relocation of the national team’s matches to an alternative venue. Kenya was advised to enhance security measures by deploying sufficient personnel within the stadium perimeter and adhering to road closures on match days,” said the football authority.
CAF Fines FKF Ksh 6.5 M for Security Breaches at CHAN Games
Besides Kenya being fined, Zambia has also been fined $5,000 (KSh 645,000) for failing to present their coach at a mandatory press conference ahead of their match against DR Congo in Nairobi.
“The CAF Disciplinary Board charged the Football Association of Zambia (FAZ) with breaching CAF’s Media Regulations during the Match Day 1 press conference ahead of their TotalEnergies CAF African Nations Championship (CHAN) match against the Democratic Republic of Congo.
Zambia failed to present the head coach at the mandatory press conference. The Disciplinary Board found Zambia guilty and imposed a fine of USD 5,000,” said CAF.

Kenya’s penalty comes just days after CAF fined the Football Kenya Federation (FKF) KSh 2.5 million for security breaches during the opening match between Kenya and DR Congo at Kasarani Stadium on Sunday, August 3, 2025. Some of the breaches included:
- An unauthorized stampede at entry Gate 11, which endangered fans attempting to enter the stadium.
- Security lapses in restricted areas designated as Public Security Areas (PSAs).
On the Morocco vs Kenya game, which happened on Sunday, August 10, CAF noted that despite multiple warnings and prior sanctions, adequate measures to manage ticketless spectators, ensure effective crowd control, and fully comply with CAF security requirements had not been implemented.
Security Lapses Identified by CHAN During Morocco Game
Major security lapses identified by CAF during the match included:
- Ticketless spectators overrunning stadium gates and security personnel, breaches of the perimeter fence, and loss of control at exit points.
- Initial crowd control failures at Ngomongo roundabout, leading to uncontrolled access through multiple gates.
- The use of tear gas and flash grenades causing panic.
- Violent incidents, including stone-throwing at security personnel and unsafe vehicle movement in spectator areas.
- Inadequate police response despite repeated requests for intervention.
- No medical incident reports submitted following reported injuries.
- Insufficient communication tools and lack of CCTV coverage at critical entry points.
CAF stated that these incidents pose unacceptable risks to spectators, staff, and the integrity of the tournament.

FKF boss Hussein Mohamed, speaking at a press conference on Tuesday, decried the hefty fines imposed on the federation by CAF and urged fans to cooperate with security personnel when heading to Kasarani Stadium to watch Kenya’s match against Zambia on Sunday, August 25, 2025, to avoid a repeat of the chaos witnessed during the Kenya vs DRC and Kenya vs Morocco games.
