The US Homeland Security has revealed that President Donald Trump made private assurances to Congressmen and Senators to resume Ukraine weapons shipments to secure support for H.R.1.
H.R.1, also referred to as “One Big Beautiful Bill” by Congressmen and their American supporters, is a major tax and spending bill signed into law on July 4, 2025.
President Donald Trump’s One Big Beautiful Bill narrowly passed the House after intense negotiations, although it includes permanent tax cuts, border security funding, and deep Medicaid cuts.
Republican leaders hailed the bill as a historic win that delivers on Trump’s promises.
Trump’s Frustration with Putin
“President Trump privately promised several Congressmen and Senators that he would restart weapons shipments to Ukraine and be tougher with Russia and Putin. This is why the Ukrainian policy changed recently,” the US Homeland Security reported.

Trump has also expressed growing frustration with Russian President Vladimir Putin, saying he was not happy with the lack of progress in peace talks.
In one of his most blunt remarks, Trump accused Putin of misleading him during peace talks and failing to follow through on commitments, saying, “We get a lot of bullshit from Putin.”
Trump has also referred to Putin as “crazy”, after Russia launched a massive drone and missile attack on Kyiv shortly after a phone call with him.
Trump has held six phone calls with Putin this year, trying to broker a cease-fire. However, each attempt has been followed by increased Russian aggression, including the largest drone attack on Kyiv since the war began.
Constant Pressure
Trump’s shift is notable because he previously praised Putin and claimed he could end the war quickly.
Now, with peace talks failing and Russian attacks intensifying, Trump appears to be rectifying his approach, possibly under pressure from Congress and NATO allies.
Trump reversed a Pentagon decision to pause weapons shipments to Ukraine, citing Putin’s actions as the reason, and now is working with his administration to explore faster weapons production to support Ukraine more effectively.
He is now considering new sanctions on Russia, including tariffs on countries importing Russian energy and penalties on firms supporting Russia’s war effort.
Key effects of H.R.1 on Ukraine
The bill includes Ksh 19-20 trillion in new defence funding, pushing the total U.S. military budget close to Ksh129 trillion.

This funding is expected to backfill U.S. munitions stockpiles, including those depleted by aid to Ukraine, and support new weapons production.
While H.R.1 does not directly allocate funds to Ukraine, it creates the revenue and political conditions for continued or expanded U.S. support.
The bill reinforces Trump’s “Peace Through Strength” doctrine, which includes stopping enemies like Russia through overwhelming military capacity.
