Former West Mugirango Member of Parliament (MP) Vincent Mogaka Kemosi has declined his appointment by President William Ruto for an ambassadorial role.
Mogaka, who had been nominated to represent Kenya as an ambassador to Ghana, failed to appear before the National Assembly Commitee on Foreign Affairs and Defense for vetting on April 9, 2024, as earlier scheduled.
Defense, Intelligence, and Foreign Relations Committee Chair Nelson Koech while reading a letter on behalf of Kemosi noted that he cited family issues.
“I want to give my appreciation for the invitation to appear before the Departmental Committee on Defense Intelligence and Foreign Relations, I wish to inform that I will not appear before the said Committee for the approval,” read part of the letter.
According to the letter, his rejection was occasioned by his personal and compelling family matters which after taking into consideration did not allow him to take up the position as the High Commissioner to Ghana as nominated by President Ruto.

“Therefore, to save the precious time of this important Parliamentary business and as per the provision of the Act aforementioned kindly note and this letter serves as notice not to appear. I thank you for your invitation,” the letter added.
Mogaka among Ruto’s nominees
Mogaka was among a list of nominees selected by the head of state to serve the nation as Ambassadors, High Commissioners, and Permanent Representatives.
The nominations were made in a dispatch released by the Head of Public Service Felix Koskei on Friday, March 8, 2024.
“His Excellency the President has today caused nominations to the senior ranks of the public service for persons to serve the nation as Ambassadors, High Commissioners, and Permanent Representatives in Kenya’s Embassies/High Commissions/Missions abroad,” the statement read in part.

Following the nomination, the ex-lawmaker was supposed to appear before the vetting committee.
This was after the names of ambassadorial nominees were transmitted to the National Assembly for consideration and approval in fulfillment of the legal requirements set under Kenya’s supreme law.
