Budget 2024/25: Nairobi, Nakuru & Turkana Among Counties with Highest Allocation

Nairobi, Nakuru, and Turkana are among the counties that have received substantial allocations in the Budget 2024/25.

Nairobi County is slated to receive Ksh20.8 billion, followed by Nakuru County with an allocation of Ksh14.1 billion.

Turkana County, under the leadership of Governor Jeremiah Lomorkai’s, comes third with an allocation amounting to Ksh13.6 billion.

The total spending for the fiscal year 2024/25 is seen at Ksh3.992 trillion Kenyan shillings ($31.19 billion). 

In the budget read on Thursday, June 13 by National Treasury Cabinet Secretary Njuguna Ndung’u, all the 47 County Governments have been allocated a total amount of Ksh 444.5 billion.

This amount includes Ksh 400.1 billion from the equitable share of revenue raised nationally, constituting 25.48 percent of the actual revenues raised nationally for FY 2020/21.

Budget 2024/25 County Allocation

Likewise, Ksh8.76 billion has been allocated as additional conditional funding from the National Government’s share of revenue.

Ksh 35.66 billion of the allocation is designated as conditional funding from Development Partners.

Kakamega County headed by Fernandez Baraza will receive Ksh13.4 billion, while Kiambu County under Kimani Wamatangi will get Ksh12.7 billion.

Kilifi, Mandera and Bungoma County will receive Ksh12.5 billion Ksh12 billion Ksh11.5 billion respectively.

Kitui County has been allocated Ksh11.2 billion while Governor Kawira Mwangaza of Meru is poised to get Ksh10.2 billion.

Ahmed Abdullahi’s Wajir County will get Ksh 9.9 billion, and the Lower Eastern side Machakos County will receive Ksh 9.6 billion.

Subsequently, Governor Patrick Ole Ntutu of Narok is set to get Ksh 9.5 billion, Governor Fatuma Achani of Kwale Ksh 8.88 billion, and Jonathan Bii of Uasin Gishu Ksh 8.766 billion.

Allocation in Other Counties

Governor Mutula Kilonzo of Makueni expects to receive Ksh 8.762 billion, Governor Anyang’ Nyong’o of Kisumu Ksh 8.68 billion, and Ochillo Ayacko’s Migori County Ksh 8.66 billion.

The Northeastern County, Garissa has been allocated Ksh 8.55 billion while Gladys Wanga’s Homa Bay County Ksh 8.4 billion.

Marsabit County will receive Ksh 7.8 billion, Trans Nzoia County Ksh 7.79 billion, and Muranga County Ksh 7.7 billion.

Busia County under the leadership of Governor Paul Otuoma has been allocated Ksh 7.76 billion, Nandi County Ksh 7.6 billion, and James Orengo’s Siaya County Ksh 7.5 billion.

Tana River County will receive Ksh 7.04 billion, Kericho County Ksh 6.96 billion, Baringo County Ksh 6.91 billion, and West Pokot County Ksh 6.8 billion.

Treasury and Finance CS Njuguna Ndung’u said the most important thing is to realize that every time the budget is mentioned, everybody talks about taxes and revenue rising measures but that is just one component.

“There is one problem that is three in one: a trilemma. One of the things is that everything and everywhere you turn, everyone wants government to spend more. For government to finance aspects like healthcare, infrastructure, education and electricity it requires a lot of revenue. The only way is through tax revenue or debt,” he said.
