The Kingdom of Morocco and the Federal Republic of Somalia reaffirmed on Friday, November 28, 2025, their shared willingness to strengthen their partnership, grounded in active solidarity between the two countries.
During their talks in Rabat, Morocco’s Minister of Foreign Affairs, Nasser Bourita, and his Somali counterpart Abdisalam Abdi Ali reiterated their determination to enshrine and diversify multi-sectoral cooperation with a view to building a solid partnership based on active solidarity, which has always characterized the fraternal ties between the two countries.
In this regard, and in addition to the Joint Communiqué highlighting the perfect common understanding on issues of shared interest, the two senior officials signed a cooperation roadmap covering the period 2026-2028.
Cooperation roadmap
This roadmap aims to intensify high-level exchanges and promote cooperation in several priority sectors, including agriculture, water and irrigation, maritime fisheries, tourism, renewable energy, training, higher education, health, tourism, security, economic promotion and investment, climate change, and sports and culture.

Taking into account Somalia’s interest in training and capacity building, MFA Bourita announced a substantial increase in the quota granted to this friendly country, to 120 scholarships per year, for training in academic, technical, and vocational institutions.
Reflecting the strengthening of diplomatic ties between Rabat and Mogadishu, the two ministers also signed a visa-exemption agreement for holders of diplomatic passports.
At the multilateral level, they emphasized the importance of coordination and political consultations within various international fora and organizations to ensure convergence of positions on issues of common interest, while respecting the principles of safeguarding peace, sovereignty, and the territorial integrity of States.
The meeting between Bourita and his Somali peer aligns with the shared vision and High Guidelines of His Majesty King Mohammed VI and President of the Federal Republic of Somalia Hassan Sheikh Mohamud.
It is also part of the new momentum in Morocco-Somalia relations and the shared keenness to further deepen exemplary South-South cooperation between African countries.
Somalia endorses Morocco’s territorial integrity
At the same time, the Federal Republic of Somalia reiterated its support for Morocco’s territorial integrity and sovereignty over its entire territory, welcoming the adoption of Resolution 2797 by the UN Security Council.
At a meeting in Rabat, Ali reaffirmed his country’s steadfast support for Morocco’s territorial integrity and sovereignty.

In a Joint Communiqué inked following talks between the two ministers, Abdi Ali noted with deep satisfaction the adoption of UN Security Council Resolution 2797, which enshrines the autonomy plan presented by the Kingdom, within the framework of Moroccan sovereignty, as the basis for a just, lasting solution to the final status.
During these discussions, Abdi Ali welcomed the Kingdom of Morocco’s serious and realistic efforts to put an end to this artificial regional dispute, expressing Somalia’s full support for the efforts of the UN Secretary-General and his Personal Envoy for the Sahara.
On his part, MFA Bourita reiterated Morocco’s gratitude to the Federal Republic of Somalia for its vote in favor of Resolution 2797, adopted by the UN Security Council on October 31, 2025.
He also reaffirmed to his Somalian peer Morocco’s commitment and pledge to respect Somalia’s territorial integrity and sovereignty over its entire territory.
