Contractors and subcontractors on the Obama Presidential Center say they are owed millions of dollars in unpaid work as the $850 million project prepares to open this week.
Multiple firms have reported significant losses from the construction, which has run far over initial budgets and faced repeated delays. The disputes surfaced days before the center’s scheduled public opening on June 19.
Payment Disputes Hit Firms
Mike Owen, president of Adamson Plumbing, said his company is owed about $4 million. Omar Shareef, president of the African American Contractors Association, said several Black-owned contractors are also facing financial strain from the project.
The complaints center on disputed change orders, construction delays, and extra costs absorbed by subcontractors. Some firms say they completed work but received only partial payment or faced deductions.
Lawsuits and public claims have increased in recent months as the project neared completion.
The center was originally estimated at $330 million to $500 million. Final construction costs have climbed above $850 million, funded entirely by private donations raised by the Obama Foundation.

The project occupies public land in Jackson Park under a 99-year lease granted to the foundation for $10.
Endowment Falls Short of Promises
A central point of criticism is the foundation’s handling of the promised endowment. Under the agreement with the City of Chicago, the foundation committed to building a large reserve fund to cover future operating costs and shield taxpayers from ongoing expenses.
Illinois GOP Chair Robert Grogan said the foundation pledged hundreds of millions for the endowment. Current deposits stand at roughly $1 million, the same amount reported years earlier.
Annual operating costs for the center are projected near $40 million. Critics argue that without a sufficient endowment, any shortfalls could eventually fall on Chicago taxpayers or the state.
“The fact that they have created this probably unsustainable edifice to an ego and then, eventually, if it goes under, who’s going to be caught with the bill time and time again? It’s the taxpayers,” Grogan told Fox News.

Long-Term Financial Stability
The Obama Presidential Center includes a museum, athletic facilities, and public gardens on the South Side. Supporters say it will bring jobs and economic activity to the area.
Detractors point to the ballooning costs and what they call broken commitments on financial protections.
Construction issues have included supply chain problems, design changes, and labor disputes common to large civic projects. Several contractors say they were pressured to absorb losses to keep the project on track for the opening.
Foundation Says Project Is Fully Funded
The Obama Foundation responded that the center is fully funded through private contributions and will make significant additions to the endowment in coming years.
“On the eve of our Grand Opening celebrations, we are pleased to reiterate that the Obama Presidential Center is fully funded with generous private contributions,” the foundation said in a statement.
