President Donald Trump and his political allies are reportedly backing a $25 million effort to remove Republican Rep. Thomas Massie from office in Kentucky’s GOP primary, marking one of the biggest intra-party battles ahead of the 2026 midterm elections.
Outside groups have spent more than $25 million on the Republican primary race in Kentucky’s 4th Congressional District, making it the most expensive U.S. House primary in history.
The contest pits seven-term Rep. Thomas Massie against Ed Gallrein, a retired Navy SEAL and farmer endorsed by President Donald Trump. The primary is set for May 19.
Spending by super PACs and other outside groups has driven the total to more than $25.6 million in ad buys alone, according to AdImpact’s tracking. Much of the money has supported Gallrein or attacked Massie.
Personal Attacks and Campaign Tactics
The race has included sharp personal attacks. Groups backing Gallrein have run advertisements linking Massie to Democratic Reps. Alexandria Ocasio-Cortez and Ilhan Omar over specific votes. Massie’s side has questioned Gallrein’s conservative record and past party activities.
Both campaigns and their allies have used AI-generated content in ads. Massie has criticized the volume of outside spending, calling millions of dollars “wasted” that could have gone to other races.

Gallrein has emphasized his endorsement from Trump and his military service. He has aligned closely with the president’s positions on immigration, taxes, and other priorities, where Massie has broken with the White House.
Massie has raised significant funds for his own campaign, including more than $1 million in a recent online fundraiser. He has defended his record as a fiscal conservative who votes against spending bills and foreign aid packages he views as excessive.
Role of Foreign Policy and Pro-Israel Spending
A large share of the money opposing Massie has come from pro-Israel organizations and donors. Groups linked to AIPAC and the Republican Jewish Coalition, along with major contributors such as Miriam Adelson, have backed efforts against him.
Massie has repeatedly voted against aid packages to Israel and other countries. He has also pushed for the release of Justice Department files related to Jeffrey Epstein, a move that drew criticism from Trump and some Republican leaders.
Trump publicly endorsed Gallrein after Massie opposed administration-backed legislation on spending and taxes. The president has described Massie in harsh terms during rallies and statements.
Gallrein has campaigned as a loyal supporter of Trump’s agenda. Local Republican officials in parts of the district have also backed the challenger.
Why This Race Matters
The outcome will test the limits of President Trump’s influence inside the Republican Party during his current term. Massie is one of the few House Republicans willing to vote against the president on key issues.
A defeat for Massie would signal that public breaks with Trump carry a high political cost, even for incumbents with strong conservative voting records on fiscal matters.
A win for Massie would show that some Republican voters in his district still reward independence on spending, foreign aid, and oversight questions. The race has drawn national attention as a measure of divisions within the GOP over loyalty, foreign policy, and the direction of the party.
