The Directorate of Criminal Investigations (DCI) has identified Inspector Kenneth Kipkemboi Sang, the officer in charge of Nderi Police Post under Kikuyu Police Station, as a key suspect in the alleged conspiracy to murder Dr Victoria Mutiso.Â
Speaking during a press briefing on August 7, DCI Director Mohamed Amin said Sang allegedly linked the financiers to the execution team, supplied the murder weapon, and is currently on the run.
“The evidence led our investigators to Kenya Police Service officers who, apparently and unfortunately, played very critical roles in the conspiracy. Inspector Kenneth Kipkemboi Sang, the officer in charge of Nderi Police Post under Kikuyu Police Station, has been positively identified as the link person between the financiers and the operational team, as well as the source of the murder weapon, and this officer is currently on the run,” he said.
Elijah Kibelion Kimoi, attached to Karinde Police Post under Kikuyu Police Station, has also been arrested. He has been identified as the individual who fatally shot Dr. Mutiso.
According to the DCI, investigations have established that Rose Mbinde Mulwa and her son, Christopher Mulwa, were the alleged principal organisers and financiers of the conspiracy to murder Dr Victoria Mutiso,
Other Suspects Identified in Dr Victoria Mutiso
Amin said investigators also identified two other key suspects, Daniel Mwangi Njoroge and Kelvin Ngugi Kinothia, through forensic analysis, intelligence gathering and an extensive review of CCTV footage.
According to Amin, Dr Mutiso was travelling in an Uber when the attack occurred. As the driver slowed down, a man approached from the rear left side of the vehicle, where the doctor was seated, and opened fire.
“The Uber driver saw a man wielding a pistol firing at Dr Mutiso. He sped off, avoiding the Prado, and drove directly to Kenyatta National Hospital seeking medical assistance,” Amin said.
Dr Mutiso was pronounced dead shortly after arriving at the hospital. A post-mortem examination established that she had sustained three gunshot wounds.
The incident was reported at Kilimani Police Station, with officers responding immediately before the investigation was transferred to the DCI’s Homicide Investigations Bureau.
The probe was supported by forensic experts from the National Police Forensic Laboratory, the Criminal Research and Intelligence Bureau and other specialized units.
Investigators recovered two spent cartridges from the scene and a bullet head during the post-mortem examination. The exhibits were forwarded to the National Police Service Forensic Laboratory for ballistic analysis.

Probe and Investigations
Amin said intelligence-led investigations identified Daniel Mwangi Njoroge as the alleged organiser of the operation.
He said Njoroge drove a Toyota Land Cruiser Prado, which was used to block the Uber carrying Dr Mutiso moments before the shooting.
According to the DCI, Njoroge coordinated the logistics of the operation, facilitated the movement of the execution team and played a central role in planning the attack.
Investigators established that two Toyota Prado vehicles were used during the operation—one to block the victim’s vehicle and the other to transport members of the execution team. CCTV footage identified the vehicles.
Amin added that the two vehicles had been hired by the suspects before they were used in the fatal attack. Investigations into the motive for the killing and the involvement of other suspects are ongoing.

Her Murder
The late Mutiso, was a renowned clinical psychologist and mental health researcher, was shot dead on July 29, 2026, while travelling in an Uber in Nairobi.
According to DCI, the murder was linked to a long-running dispute over a 20-acre matrimonial property in Mlolongo, Athi River, valued at KSh1.5 billion.
Investigators said Dr. Mutiso had previously reported receiving death threats and had complained about the alleged illegal invasion and demolition of structures on the disputed land.
The DCI has since arrested several suspects alleged to have played different roles in planning and facilitating the killing.
Among them are Rose Mbithe Mulwa and her son, Chris Mulwa, who are alleged to have been at the centre of the land dispute.
The two were ordered detained for 21 days to allow investigators to complete their inquiries.
Also under investigation is Angella Mulwa, an advocate and daughter of Rose Mbithe Mulwa, who was detained for 14 days.
Detectives are investigating allegations that she was involved in the theft of title documents for the disputed property and four high-end vehicles belonging to Dr. Mutiso and her husband, Prof. David Ndetei.
