The National Transport and Safety Authority (NTSA) has directed owners of public service vehicles (PSVs) with seven seats and above and commercial vehicles weighing at least 3,048 kilogrammes to onboard their vehicles onto a new road safety management system.
In a notice issued on Friday, November 6 to vehicle owners, the authority said the onboarding process on the Intelligent Road Safety Management System (IRSMS) requires owners to link their vehicles to approved speed limiter vendors to facilitate real-time compliance monitoring.
The directive covers public service vehicles with seven seats and above, as well as commercial vehicles with a tare weight of 3,048kg and above.
“Attention: Owners of Public Service Vehicles (7 seater and above) and commercial vehicles (with a tare weight of 3,048 kg and above),” NTSA said.
“The onboarding process on the Intelligent Road Safety Management System (IRSMS) requires vehicle owners to link their vehicles to an approved speed limiter vendor to ensure real-time compliance.”
NTSA Directs 7-Seater PSVs, Commercial Vehicle Owners to Join New Road Safety System
The IRSMS is designed to manage speed limiter installation, certification and real-time monitoring under Kenya Standard KS 2295:2023.
Through the system, NTSA can monitor information transmitted by speed limiter devices fitted in vehicles and track whether they meet the required standards.
Under the process, affected vehicle owners must access the IRSMS platform and link their vehicles to an approved speed limiter vendor.
NTSA has provided an online portal through which vehicle owners can complete the onboarding process. The platform is accessible through irsmowners.ntsa.go.ke.

How to Register and Install an NTSA-Approved Speed Limiter in 7 Days
According to the instructions published on the NTSA website, the onboarding process begins with vehicle owners registering at irsmowners.ntsa.go.ke using their KRA PIN and national identification details.
After entering the required information, applicants must verify their accounts using a one-time password (OTP) sent to their registered mobile phone numbers. Company-owned vehicles require registration using the company’s KRA PIN.
Once an account is verified, eligible vehicles linked to the owner’s details automatically appear on the platform through the Transport Integrated Management System (TIMS).
Owners must then select the vehicle that needs a speed limiter and choose an NTSA-licensed vendor to carry out the installation.
The application must be reviewed before submission, after which the vehicle is placed in the selected vendor’s Installation Lobby.
NTSA requires vehicle owners to present their selected vehicles to the chosen vendor within seven days after submitting the application.
The vendor then installs the speed limiter and registers the device on the system.
After installation, the device must transmit confirmed telemetry data for at least 15 minutes before the vendor can generate the speed limiter fitting certificate.
The certificate remains valid for 12 months, according to the NTSA guidance.

The authority has also directed vehicle owners to consult the IRSMS user guide and the frequently asked questions section on its website for information about the onboarding process.
