President William Ruto has directed the Interior Cabinet Secretary, Kipchumba Murkomen, to develop a framework within 60 days the establish a dedicated Nairobi Metropolitan Police Unit.
Speaking during the signing of the National Government–Nairobi County Cooperation Pact at State House, Nairobi, on February 17, Ruto said security in the capital is non-negotiable and stressed the need for a specialized unit to enhance safety.
“Security is non-negotiable, especially in Nairobi. I therefore direct Interior Cabinet Secretary to create within 60 days a framework for a dedicated Nairobi metropolitan Police Unit,” Ruto said.
The police unit will work closely with Nairobi City County security teams.
Ruto said the move is aimed at making Kenya’s capital city safer for all residents and visitors.
Earlier, Nairobi Governor Johnson Sakaja dismissed suggestions that the cooperation agreement signaled a return of the Nairobi Metropolitan Services (NMS), maintaining that the county government would remain fully in charge of managing the capital.
He clarified that the arrangement is a standard intergovernmental partnership with special attention to Nairobi’s status as the capital.
Ruto Announces Creation of Nairobi Metropolitan Police Unit
The President said Nairobi’s status as Kenya’s capital places a significant responsibility on both the national and county governments to uphold efficiency, order, and high standards of service delivery.
He noted that for many visitors and investors, Nairobi represents the country as a whole, making it imperative for the city to function effectively.
Ruto added that the capital must maintain top standards in infrastructure, organization, efficiency, and public services, not only for its estimated 4.4 million residents but also for the millions of people who rely on it daily.

What is in the Pact between Nairobi County and National Govt
Ruto said the agreement is intended to formalize collaboration between the two levels of government to boost the capital’s performance in four priority sectors, among them water and sewerage services.
The pact also covers the construction and rehabilitation of roads, bridges, and drainage systems, as well as solid waste management and the regeneration of the Nairobi River.

Affordable housing and supporting infrastructure have been identified as another central pillar of the cooperation framework.
President William Ruto noted that the housing component is in line with the national government’s broader plan to expand access to decent and affordable homes.
He said the partnership will drive urban renewal initiatives, modern housing projects, and the development of essential infrastructure such as utilities and public amenities to support growing residential areas.
