The IGAD Climate Prediction and Applications Centre (ICPAC) was formed in 1989 as the Drought Monitoring Centre-Nairobi (DMCN). It became an official institution under the Intergovernmental Authority on Development (IGAD) in 2003 and was renamed ICPAC in 2007 to reflect its expanded mandate beyond drought monitoring to broader climate prediction and applications.
Formulation Of IGAD
The formulation of the IGAD Regional Strategy and Implementation Matrix 2021–2025 is the culmination of a long and intensive process that began in January 2020, following a decision to develop the IGAD’s Vision 2050. Subsequent meetings resulted in an extensive consultative process that drafted a conceptual framework for the IGAD Vision 2050 and later formulated the Regional Strategy that was anchored on Vision 2050.
The IGAD Vision 2050 will be the region’s development blueprint for the five-year period. The Vision 2050 will seek to transform the IGAD region into upper upper-middle-income economy and an industrialised region to serve as a continental beacon of regional peace, stability, and security by 2050.

It is anchored on regional peace and security, macroeconomic stability, equitable distribution of resources and wealth creation for all citizens, infrastructure, energy science, technology, and innovation, climate change mitigation, and efficient utilisation of the environment and natural resources.
Opening of ICPAC Office
On 27 October 2021, the IGAD Climate Prediction and Applications Centre (ICPAC) was officially opened in Kenya by the former President H.E. Uhuru Kenyatta in Ngong, near the Kenyan capital Nairobi. ICPAC is a designated regional climate center by the World Meteorological Organisation (WMO) to provide climate services and early warnings to 11 Eastern African countries.
The first-place winners will attend the 70th Greater Horn of Africa Climate Outlook Forum (GHACOF70) in Addis Ababa.
