Education Cabinet Secretary (CS) Julius Migos Ogamba has outlined the factors that will guide the placement of Grade 9 learners into Senior School in January 2027.

In a statement issued on Friday, October 30, 2026, at the opening of the KNEC examination container at the Sotik Deputy County Commissioner’s Office in Bomet County, Ogamba said the placement process would consider learners’ performance, interests, pathway choices, and other applicable factors.

He assured parents and learners that the Ministry of Education was committed to ensuring an orderly, transparent and equitable transition to Senior School.

“The placement process will be undertaken in accordance with the established criteria, taking into account learners’ performance, interests, pathway choices and other applicable considerations,” Ogamba said.

Under the KNEC placement framework, top-performing learners will have an opportunity to secure placement in boarding Senior Schools based on their performance in different pathways.

The framework provides that the top six learners per gender in each STEM track in every sub-county will be placed in boarding schools of their choice.

For the Social Sciences track, the top three learners per gender in each sub-county will qualify for placement in boarding schools of their choice.

Meanwhile, the top two learners per gender in each Arts and Sports Science track in every sub-county will also be placed in boarding schools of their choice.

The framework also provides that candidates who attain average achievement levels of 7 and 8 in each track will be placed in boarding schools of their choice.

The CS added that the Ministry would communicate the relevant placement timelines and procedures through official channels, urging parents and learners to remain patient as the process is undertaken.

“I therefore encourage parents and learners to remain patient as the necessary processes are undertaken,” he said.

His remarks came as the Kenya Junior School Education Assessment (KJSEA) entered its final day on Friday, October 30, following the conclusion of other national assessments administered during the week.

A total of 1,206,028 Grade 9 candidates are sitting the 2026 KJSEA.

Ogamba said the assessments, which involved more than 2.5 million learners across the country, had generally progressed successfully despite a few operational challenges.

These included adverse weather conditions, administrative discrepancies and cases where learners required special arrangements, including medical attention.

According to reports from the Kenya National Examinations Council (KNEC), all learners who presented themselves at their designated assessment centres were given the opportunity to sit their scheduled papers.

The CS said the Ministry of Education, KNEC, the Ministry of Interior and National Administration, security agencies, and other stakeholders addressed the challenges through coordinated efforts.

“These challenges were promptly addressed through the coordinated efforts of the Ministry of Education, the Kenya National Examinations Council (KNEC), the Ministry of Interior and National Administration, security agencies and other stakeholders,” he said.

How Grade 9 Learners Select Senior Schools

Under the Senior School placement framework, learners must select schools based on their preferred pathways, subject combinations, and accommodation needs.

Senior Schools are categorised according to the pathways they offer, accommodation arrangements, gender and the needs of learners.

Triple-pathway Senior Schools offer STEM, Arts and Sports Science, and Social Sciences. Double-pathway schools offer either STEM and Arts and Sports Science or STEM and Social Sciences.

The framework also provides for day Senior Schools, where learners commute from home, and hybrid Senior Schools, which accommodate both day scholars and boarding learners.

Other categories include single-sex schools for boys or girls, mixed-sex schools, special-needs Senior Schools and vocational Senior Schools.

Special-needs institutions cater for learners with hearing, visual and physical impairments, autism, cerebral palsy, cognitive difficulties and deafblindness.

Grade 9 learners select 12 Senior Schools based on their preferred pathways and subject combinations.

The selection is divided into three groups, with learners choosing four schools under their first-choice subject combination, another four under their second choice and four more under their third choice.

The accommodation requirements state that nine of the selected schools must be boarding institutions, with three in the learner’s home county and six outside the county.

The remaining three choices should be day schools located within the learner’s home sub-county.

Schools that do not allow open placement may also apply for pre-selection, provided they meet the criteria set by the Ministry of Education.

Admission and School Replacement

Once placement is complete, learners can check their results to confirm the Senior Schools they have been assigned.

Learners can access admission letters and joining instructions online using each learner’s assessment number.

All public and private schools must admit Grade 10 learners through the Kenya Education Management Information System (KEMIS).

School principals may not enter learners into KEMIS before they physically report to their assigned schools. The system will also monitor daily online reporting.

For learners seeking transfers, schools with vacancies must declare them through their respective County Directors of Education.

Learners will submit school change requests through the heads of Junior Schools at least two weeks before the official Grade 10 reporting date.

Priority will be given to learners who had initially selected the schools they are requesting to join. The Ministry will approve transfers based on the documented capacity of the receiving Senior Schools.

Once the Ministry approves a replacement request, learners will access their new joining instructions online. Schools may not issue printed admission letters for replacement cases.

The replacement process will only be conducted once, and the decision will be irreversible.

KCSE Written Examinations to Begin November 2

As the KJSEA assessments end, the Ministry is also preparing for the main KCSE written examinations, which begin on Monday, November 2, 2026.

Ogamba said 1,048,355 candidates had registered for this year’s KCSE examinations, which will run until Friday, November 20.

The oral, practical and low-candidature papers, which started on October 19, were scheduled to conclude on Friday, October 30.

The CS called on KNEC, County Directors of Education, Sub-County Directors of Education and National Government Administration Officers to ensure all arrangements were in place before the written examinations begin.

He said preparations should cover examination centre readiness, personnel deployment, secure transportation of examination materials, and resolution of outstanding logistical challenges.

Ogamba also called for special attention to candidates with disabilities, those requiring medical attention and learners in areas affected by adverse weather or other challenging circumstances.

“Every candidate must be accorded a fair opportunity to undertake the examination under appropriate conditions,” he said.
