The Teachers Service Commission (TSC) has unveiled new teacher registration reforms that will permit the employment of teachers with a single teaching subject to address staffing needs under the Competency-Based Education (CBE) system.
Speaking at the ongoing Kenya Secondary School Heads Association (KESSHA) Annual Conference in Mombasa, TSC Acting Chief Executive Officer, Evaleen Mitei, said the commission had revised the legal framework governing teacher registration to align with the changing demands of CBE.
She explained that the review of Legal Notice No. 50, which sets out the requirements for teacher registration under the Code of Regulations, would now allow the commission to register teachers qualified to teach a single subject, particularly in specialized learning areas where staffing gaps exist.
“The Legal Notice No. 50, in the Code of Regulations is the legal notice that sets out the requirements for teacher registration. To support CBE, the commission has reviewed the legal notice to ensure compliance with CBE requirements. We will now register teachers with one teaching subject,” Mitei said.
TSC Eases Teacher Registration Requirements to Support CBE
Mitei said the commission will review the entry requirements for primary school teacher registration, noting that while teachers were previously registered using a P1 certificate, those holding a Diploma in Primary Teacher Education will also be eligible for registration.
Under the current provisions of Legal Notice No. 50 in the Code of Regulations, individuals seeking registration as primary school teachers must hold a Certificate in Primary Teacher Education.
They are also required to have attained a minimum KCSE mean grade of C (plain), a D (plain) in Mathematics, and a C- (minus) in English.

Other Proposed Amendments
Beyond allowing the registration of single-subject teachers, the Teachers Service Commission (TSC) is also reviewing teacher registration requirements to widen the pool of educators eligible to teach in junior schools.
Under the proposed amendments to Regulation 20 of the Teachers Service Commission Code of Regulations for Teachers, primary school teachers holding a Diploma in Education, a KCSE mean grade of C (plain), and at least a C+ in one teaching subject would qualify for registration and deployment to junior school.
According to the commission, the review is intended to harmonize teacher training requirements and align subject qualifications with the demands of the Competency-Based Education (CBE) curriculum.

Teachers Told Not to Understate Roles in SRC Job Evaluation
Mitei also urged teachers to comprehensively outline their responsibilities when participating in the upcoming job evaluation by the Salaries and Remuneration Commission (SRC), saying the exercise could influence future remuneration and career progression.
Teachers and school heads were advised to provide detailed accounts of the work they perform, saying many educators often overlook the wide range of responsibilities they undertake beyond classroom teaching.
According to Mitei, many teachers simply describe their work as ensuring learners attend school and teaching lessons, yet their day-to-day responsibilities have expanded significantly with changes in the education sector.
