The Kenya National Examinations Council (KNEC) has announced the opening of registration for the 2026 Kenya Certificate of Secondary Education (KCSE) Qualifying Test for candidates seeking to sit the 2027 KCSE examination but who do not possess a Kenya Certificate of Primary Education (KCPE) certificate or an equivalent qualification.
In guidelines issued on June 25, KNEC stated that all candidates intending to register for the 2027 KCSE examination without KCPE certificates or equivalent qualifications must first undergo a validation process before being allowed to sit the qualifying test.
“Interested in registering for the 2027 KCSE examination, but do not have a KCPE certificate? This is your one-time opportunity to regularize your records and become eligible to sit the KCSE exam,” read part of the announcement.
KNEC Rolls Out Qualifying Test for 2027 KCSE Candidates Lacking KCPE Certificates
KNEC said the KCSE Qualifying Test will be administered in September 2026 and will apply to all persons who lack KCPE certificates and intend to register for the 2027 KCSE examination.
The council noted that the requirement also covers learners who missed the 2023 KCPE examination but were authorized by the Ministry of Education to transition to secondary school.
KNEC further instructed heads of institutions to ensure that all Form Three learners in 2026 who do not possess KCPE qualifications comply with the requirements within the prescribed timelines.
To facilitate validation, applicants will be required to submit an application letter, report cards or other proof of primary school attendance, and a validation fee of KSh3,480.
The council said only candidates who successfully complete the validation process will be eligible to sit the qualifying test, whose results will be used for registration for the 2027 KCSE examination.

Registration and Deadlines
Following the validation process, successful applicants will be issued with clearance letters authorizing them to register for the KCSE Test through the KNEC portal.
KNEC issued the following guidelines:
1. Registration for the KCSE Qualifying Test (QT) is open and will close on July 30, 2026.
2. Candidates who complete the validation process will receive a clearance letter from KNEC to register for the test.
3. The qualifying test will be administered online in September 2026.The examination will be conducted at county headquarters at venues identified by County Directors of Education.

4. Candidates must present:
- A letter from the school (for regular candidates) or Sub-County Director of Education (for adult candidates);
- An equation letter from KNEC, where applicable;
- A soft copy of a passport-sized photograph;
- A birth certificate or national identity card.
5. The registration fee for the qualifying test is KSh3,000, payable through the eCitizen platform.
6. Form Three learners with foreign qualifications may sit the test after their credentials are equated by KNEC.
7. Results of the qualifying test will be used for registration for the 2027 KCSE examination.
