The Directorate of Criminal Investigations (DCI) has said Kenyans living abroad can obtain a Kenyan Police Clearance Certificate (PCC), commonly known as a Certificate of Good Conduct.
DCI made this announcement while inviting visitors to the 2026 Nairobi International Trade Fair at Jamhuri Park Showground to visit its stand.
“Today we talk about foreign applicants, both those who reside in Kenya and citizens who are residing in other countries,” the directorate explained.
According to the DCI, the service is intended to make the application process faster, simpler, and more convenient for visitors.
Certificate of Good Conduct for Kenyans Living Abroad
Kenyans living abroad must log in to their eCitizen accounts and apply for the Certificate of Good Conduct.
After making the required payment, applicants should download the application forms and present themselves at the Kenyan embassy, High Commission, or consulate in the country where they are residing.
Their fingerprints are captured at the diplomatic mission and submitted to Kenya through diplomatic channels.
The fingerprints are forwarded through the Ministry of Foreign and Diaspora Affairs, then received by the Forensic Fingerprint Identification Bureau for analysis.
After the fingerprint analysis is completed, the Certificate of Good Conduct is generated online through the applicant’s e-Citizen account.
“Upon receiving them at the Ministry of Foreign and Diaspora Affairs, we are able to receive them and do analysis. After analysis, we generate the certificate online through the same e-Citizen.”
Foreigners Who Previously Lived in Kenya
Foreign nationals who previously resided in Kenya but are now outside the country must provide documentation showing their immigration status in Kenya.
The required documents may include a work permit, dependent pass, diplomatic document, student pass, or another document authorized by the Immigration Department.

Applicants without an e-Citizen account should start by creating one.
“Majority of them may not have their e-Citizen account, so they start by creating an e-Citizen account,” the directorate guided.
They then log into the DCI service on e-Citizen and upload the relevant immigration document under the applicable category.
The DCI reviews and approves the application. Once approved, the applicant makes the required payment and downloads the application forms together with the payment receipt.
They must then present the forms at a Kenyan embassy, High Commission, or consulate for fingerprint capture.
The fingerprints are submitted back to Kenya through diplomatic channels via the Ministry of Foreign and Diaspora Affairs.
Once received, the Forensic Fingerprint Identification Bureau analyses the fingerprints and generates the Certificate of Good Conduct online, together with the applicable remarks for the applicant.
Foreigners Currently in Kenya
Foreign nationals who are currently in Kenya follow a similar e-Citizen application process.

Applicants upload their valid immigration documentation through the DCI service on e-Citizen.
After the application is approved, they make the required payment and present themselves at a designated Huduma Center in Kenya for fingerprint capture.
The fingerprints are then processed for identification, and the Police Clearance Certificate is generated online.
The DCI also demonstrated the service during the 2026 Nairobi International Trade Fair at Jamhuri Park Showground.
Officials said the service was available to applicants irrespective of nationality, with the newly launched multibiometric identification system being used to capture fingerprints and generate a Certificate of Good Conduct online.
