Kenyans seeking police clearance certificates (Good Conduct) will soon receive them within 24 hours following the launch of a new biometric identification system by the Directorate of Criminal Investigations (DCI).
Interior Cabinet Secretary Kipchumba Murkomen announced that the processing period for police clearance certificates, commonly known as certificates of good conduct, will be reduced from up to 14 days to just one day under the new system.
The move is expected to provide relief to thousands of Kenyans who require the document for employment, education, business and travel purposes.
New Good Conduct System
Murkomen made the announcement at the DCI headquarters during the launch of the Multi-Biometric Identification System (MBIS)-ABIS Version 5 and the handover of an international accreditation certificate to the Forensic Evidence Management Unit (FEMU).
He said the development forms part of government efforts to modernize security agencies and improve public service delivery through technology-driven reforms.

The new platform is expected to significantly improve the DCI’s records management and biometric identification capabilities.
According to Murkomen, records storage capacity will increase from two million to 10 million records while daily fingerprint searches will rise from 4,500 to 20,000.
The enhanced capacity is expected to accelerate the vetting process that precedes the issuance of police clearance certificates.
The biometric upgrade follows years of complaints from Kenyans over delays in obtaining the certificates.
A good conduct document is often required by employers, foreign missions, professional bodies and learning institutions as proof that an applicant has no criminal record.
Previously, applicants could wait several weeks before receiving the certificate, with some reporting even longer delays.
Boost for Investigations
Beyond speeding up public services, the new system is expected to strengthen criminal investigations and crime detection.
The MBIS platform replaces older fingerprint identification technology and introduces advanced biometric matching capabilities.
The system can process multiple forms of biometric data and is designed to improve suspect identification, reduce duplication of records and enhance forensic investigations.
Murkomen said the system will be rolled out across all Huduma Centers nationwide to bring services closer to citizens.
The government also plans to integrate the platform with the National Registration Bureau, the Judiciary, the Department of Immigration Services and INTERPOL to facilitate quicker identity verification and intelligence sharing across agencies.
Director of Public Prosecutions Renson Ingonga said the biometric system will also support the criminal justice system by enabling prosecutors and courts to quickly identify repeat offenders.

He noted that the platform captures criminal histories and previous convictions, helping judicial officers access relevant information during court proceedings and sentencing.
Forensic Capacity Enhanced
The launch coincided with the accreditation of the DCI’s Forensic Evidence Management Unit by the ANSI National Accreditation Board.
The accreditation confirms that Kenya’s forensic evidence handling processes comply with internationally recognized standards.
Murkomen said the recognition positions Kenya among leaders in forensic science and evidence management, strengthening the credibility of investigations and boosting confidence in the justice system.
He added that proper management of forensic evidence is critical in securing successful prosecutions and ensuring justice for victims.
