Kenya to Use Chinese Technology to Fight Terrorists and Bandits

Kenya will use Chinese technology to improve its security systems. Interior Cabinet Secretary (CS) Kipchumba Murkomen announced after a meeting with a Chinese delegation at Harambee House on Sunday, April 27, 2025.

Murkomen said Liu Guozhou, the Vice Governor of Guangdong Province and Director General of Public Security, led the delegation.

“Our discussions focused on leveraging Chinese technology and expertise to improve our security systems,” Murkomen said.

The CS was accompanied by Internal Security and National Administration PS Raymond Omollo, Inspector General of Police Douglas Kanja, and DIG (NPS) Eliud Lagat.

In a separate statement, the courtesy visit provided an important platform to strengthen Kenya-China relations, with a particular focus on enhancing cooperation in public security, innovation, and governance.

Omollo said the officials discussed deepening Kenya-China security ties under the Belt and Road Initiative (BRI).

Additionally, Omollo said the meeting focused on smart urban security, cybersecurity, border management, and counterterrorism.

“Guangdong’s expertise in surveillance and ICT will bolster our security systems. The meeting reaffirmed our commitment to a resilient, tech-driven partnership,” Omollo said.

Liu was accompanied by senior officers from the General Office, Political and International Cooperation Divisions.

Kenya-Chinese Agreements

This comes after Chinese President Xi Jinping held talks with President William Ruto on April 24, 2025, during his state visit to China, at the Great Hall of the People in Beijing.

The two heads of state announced the decision to build a China-Kenya community with a shared future for the new era.

Xi Jinping said China and Kenya have consistently respected and supported each other since the establishment of diplomatic relations 62 years ago.

He explained that the two countries have carried forward the spirit of China-Africa friendship and cooperation as well as the Silk Road spirit and continuously advanced their comprehensive strategic cooperative partnership to new heights. 

Xi Jinping emphasized that China is ready to work with Kenya to follow the trend of history and the times.

Additionally, he that the two countries aim to create an inspiring example of an all-weather China-Africa community with a shared future for the new era, leading the development of China-Africa relations as well as unity and cooperation in the Global South.

He also encouraged more capable Chinese enterprises to invest and do business in Kenya.

Ruto on Working with China

On the other hand, Ruto stated that Kenya and China have always adhered to treating each other sincerely and achieving mutual benefits and win-win results.

He said the two countries share a common vision for cooperation and always put people at the center.

Further, Ruto expressed gratitude to the Chinese government and people for their selfless assistance to Kenya’s efforts in improving infrastructure and responding to natural disasters.

“Our Chinese partners will invest significant resources to improve our road infrastructure, education, health, agriculture, blue economy, green energy, and ICT sectors, among others, “Ruto said after the meeting.

“These commitments are further evidence of China’s resolute support to our efforts to grow our economy, create jobs for our youth, and unlock the untapped resources of our great nation.”

Afterwards, the two heads of state witnessed the signing of 20 cooperation documents in such fields as the BRI, new and high technology, people-to-people and cultural exchanges, economy and trade, as well as news and media.
